On December 31, 2023, the company held its December 2023 safety production office meeting and year-end safety production summary meeting in the conference room on the seventh floor. The attendees of the meeting included the company's chairman Fan Pengfei, the chairman of the supervisory board Fan Bin, members of the company's leadership team, the company's party committee, labor union, and department heads, as well as coal mine managers, deputy safety mine managers, chief engineers, and leaders of Zhongheng Coal Washing Plant, Honghui Coal Washing Plant, Jialing Industry and Trade, and rescue teams. 1、 Each unit reported on the safety production and safety production standardization management system work in December 2023 and 2023, as well as the shortcomings in the work. 3. Strengthen the assessment and analysis of security risks, as well as the implementation of control measures. At the end of each month, organize the heads of each production department to assess the safety risks present in the production operations of various coal mines, formulate control measures for major safety risks, clarify responsible persons, form risk assessment and analysis reports, and urge relevant control responsible persons to track and implement risk control measures in a timely manner.

4. Strengthen the implementation of regulatory measures. The regulations and measures to be formulated by each coal mine must be combined with the construction conditions and technical requirements on site (targeted and operable), and each mine must be urged to carry out construction according to the construction requirements.

5. Strictly implement and enforce the standardization of mine safety production. The construction technology standards (roadway design standards), construction safety standards, and quality standards of each mine must be strictly implemented in accordance with the requirements.

6. Urge all mines to increase their efforts in investigating and combating "three violations", take the "double day" work as an opportunity, urge all mines to increase their efforts in identifying hidden dangers in various systems, control and reduce the occurrence of work-related accidents, and seriously investigate all types of safety responsibility accidents.

7. On site tracking of key time periods and key projects, and key control aspects. (1) Strengthen the collection of software data by the company's safety supervision department, other production departments, and various coal mine security inspection departments. (2) Carry out classification management of verification materials for the implementation of various documents (provincial, municipal, and Panzhou city documents should have corresponding verification materials and be classified and archived for future reference). (3) Collect and manage inspection materials effectively (the collection and management of inspection materials and verification materials for re examination by various levels of administrative departments should be graded and archived).

8. Strict management of pyrotechnic devices. (1) Each coal mine must attach great importance to the management of the storage, transportation, use, information reporting, and delivery time of handheld devices for civil explosives, and there must be no loopholes in any link. (2) The responsible persons in charge of each mine should allocate time and energy to strengthen the management of explosives, and conduct full process control of the arrival, storage, and transportation of civilian explosives every month. The management of civilian explosives should be clear in situation and quantity. (3) Timely grasp the storage, use, and return of civil explosive materials, promptly identify problems and supervise the rectification of safety hazards, and plug safety management loopholes. (4) The Liupanshui Public Security Bureau requires that any coal mine that receives five warnings in a single month must go to the Liupanshui Public Security Bureau for an interview, and even the pyrotechnic management system of the coal mine must be shut down. It is required that everyone pay high attention to this.

9. The future safety supervision situation will become increasingly strict, and the law enforcement inspection requirements of industry regulatory departments will also become more stringent. Only by truly and practically implementing the main responsibility to the hidden danger investigation of each implementing equipment, implementing the main responsibility to every link of on-site management, implementing the main responsibility to every person on the production line, and implementing the main responsibility to every system of emergency response, can our various safety production management work be continuously and gradually effectively promoted.

4、 Vice General Manager of Production Bao Jiming reported on the completion status of the company and various mines' production in 2023, requiring that: 1. Each mine should pay attention to the installation work of the mining face to ensure safety. 2. The production of mining face should be combined with reality and the mining method should be adjusted in a timely manner. 3. Strengthen the management of blasting on the mining face and control the dosage of explosives. 4. Strengthen the normal excavation of the excavation head to ensure the reasonable continuation of mining. 5. Pay attention to drilling and extraction work.

5、 Chief Engineer Zhu Zengxiao has made the following work arrangements:

1. In 2023, the company's coal mines safely uncovered coal 11 times and safely and accurately connected tunnels 49 times. Although gas and carbon monoxide exceeding limits have decreased compared to 2022, from an analysis perspective, they are basically management issues. Therefore, all units should carefully summarize and draw lessons from them, and comprehensively strengthen prevention and management.

2. In terms of gas extraction. Regarding the extraction radius of pressure relief gas in adjacent layers and the extraction radius of the coal seam that has already been protected by protective layer mining, each mine should conduct a thorough investigation based on the opinions given by experts from the Energy Bureau. If the gas is low, the number of holes should be reduced to save time and costs. Vice President Wei Guangzhao and the Communication and Prevention Department should provide guidance.

3. Implement refined management of drilling and strengthen process control. There are problems such as inaccurate coal and rock collection and large angle deviation in the pre exploration geological drilling, coal exploration drilling, and gas extraction drilling, which have resulted in significant discrepancies in the actual exposure in the later stage. In response to this situation, a retrospective investigation and accountability analysis will be carried out in the future, and it has been included in the relevant management system of the company in 2024.

4. Strengthen fire prevention and extinguishing management. (1) Carry out preventive inspections. Regarding the analysis of carbon monoxide exceeding the limit, the provincial bureau requires that if the concentration is less than 1 hour or below 500ppm, the company should organize the analysis. (2) Regarding the approval of underground hot work operations, according to the "Regulations on Safety Management of Underground Mine Hot Work Operations" issued by the National Mine Safety Supervision Bureau and the "Notice on Further Standardizing and Strengthening the Safety Production Technology Management of Coal Mining Enterprises" issued by the Provincial Bureau, the company will no longer approve hot work operations. All units of the coal mine will strictly review and report to the company's safety supervision department for filing after approval by the mine manager. The company's safety supervision department, communication and defense department, and rescue team will strengthen the supervision and inspection of hot work operations.

5. Implementation of the 2024 mining plan and major disaster management plan. The Municipal Energy Bureau has organized experts to conduct inspections of all mines (except Chaoyang Coal Mine) and issued on-site inspection guidance opinions. The main problem is that the major disaster control plan has not been prepared and completed as required. Each mine has prepared templates according to the documents, and is working hard to supplement and improve the joint review, which will be submitted to the company's safety supervision department for approval and implementation.

6. Apply the results of geomechanical parameter determination well. Reasonably determine the support method and parameters for the mining face. The new excavation face should calculate and select the support method parameters based on the results of geomechanical parameter measurements. For the remaining 100m or more of the excavation face that has already been constructed, the support should be recalculated, and the operation procedures should be revised. The data should be based on solid evidence, and the production department and geological survey department should supervise the work to be carried out.

6、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, reported on the production and operation, sales revenue, cost investment, and capital utilization of the company and various mines in 2023. Arrangements have been made for cost control and personnel transfer in various units.

7、 Li Qunduo, Secretary of the Party Committee and Chairman of the Trade Union, put forward the following requirements:

1. Solidly grasp the safety and production work at the end of the year and the beginning of the year, focus on production under the premise of safety, firmly establish the concept of safe development, constantly tighten the string of safe production, continuously deepen the work of "preventing risks and promoting development", highlight the prevention of risks in details, the investigation and rectification of major accidents and hidden dangers, the upgrading and control of major safety risks, and make every effort to ensure safe production and social harmony and stability.

Thoroughly analyze and assess the current situation of safety production in our enterprise, actively strive for progress, reform with determination, face difficulties, adopt effective control measures, solve prominent problems in safety production, achieve "clear thinking and correct decision-making", and work together for the steady development of the company. 2. Strengthen flood prevention and control work to prevent the occurrence of flood accidents. 7. Strengthen the management of roof safety and prevent the occurrence of roof leakage accidents. 8. We will focus on ensuring the safety management of the electromechanical transportation system and equipment, as well as standardizing the quality of the electromechanical transportation system, in order to provide reliable guarantees for the operation of the system. 9. Strengthen education and training work, and strive to improve the overall quality of all staff.

10. Further strengthen team building work, effectively enhance the safety control capabilities of on-site teams, and achieve high-quality development of coal mine safety production. 11. Strengthen the efforts of "risk grading control and hidden danger investigation and governance", vigorously oppose "three violations", eliminate violations, and achieve safe production. 12. Strengthen the implementation of the safety production responsibility system. Each unit should refine and implement safety responsibilities to individuals, fully reflecting the perfect responsibility system of "everyone has a burden on their shoulders and a responsibility on themselves".

(2) Strengthen the standardization of safety production and ensure the dynamic compliance of quality standardization. Firmly establish the concept of "quality ensures safety, safety promotes production, and production promotes efficiency", create a safe working space and environment for employees, and lay a solid foundation for the safe development of the enterprise.

1. Improve the construction of the safety production standardization responsibility system to ensure the continuous, orderly, and efficient promotion of standardization work. 2. Managers at all levels, especially the main responsible persons of each unit (mines, factory directors), must attach great importance to the fundamental work of safety production standardization, and quality is the foundation of safety production. Each coal mine, with the mine manager as the overall person in charge, must organize and carry out the standardization of safety production in the mine, and must ensure high standards and strict requirements to ensure the dynamic compliance of quality standardization. Each mine must clarify the scope of responsibility of management personnel at all levels for standardization and the list of responsibilities of responsible persons, and report the list of responsibilities to the safety supervision department of the group company to ensure that the quality standardization work is truly implemented.

(3) Grasp the continuity of mining and ensure the sustained and stable development of coal mining enterprises.

1. We attach great importance to the rational adjustment of production layout, and will focus on excavation engineering as a key task in 2024, further researching measures and methods to improve excavation efficiency. 2. Effectively improving the level of single entry while ensuring safety, ensuring normal mining continuity, achieving balanced production, and ensuring the sustained stability of the company's economic operation.

(4) Strengthen cost control and strive to improve quality and increase income, reduce costs and increase income.

1. Strengthen budget management and reasonably control various inputs. The 2024 cost budget shall be submitted to the operating office of the group company before January 10th. 2. Strengthen technical management, avoid construction waste lanes, and reduce ineffective investment. 3. Strengthen quality standardization management, construct qualified projects, and avoid duplicate investment.

The development project must be divided and transported separately to avoid increasing coal ash content, washing costs, and gangue discharge expenses. 8. Seriously carry out self-made processing, repair and reuse, and effectively reduce costs. 9. Strengthen inventory management, control procurement, and prevent material accumulation from squeezing funds. 10. Jialing Industry and Trade Company should prepare in advance for material support during the Spring Festival period to avoid any impact.

(5) Intensify efforts to upgrade and transform coal mine equipment, effectively improving work efficiency.

In 2024, we will focus on improving the equipment level of mechanization in mining, excavation, excavation, repair, and auxiliary systems, effectively solving the problem of heavy physical labor for employees, and effectively achieving the goal of improving work efficiency and enhancing safety risk control capabilities.

Management personnel should conscientiously fulfill their duties, refine their work responsibilities, establish an image externally, and strengthen management internally. 5. Strengthen the company's talent development work and strive to promote and utilize talents from within the company. 6. Strengthen the management of engineering projects. In the future, meetings must be held to study the feasibility of engineering projects before approval can be granted. 7. Strengthen cost control, practice thrift, and at the same time, carry out renovation and recycling work to reduce cost investment. 8. Seriously strengthen environmental protection work, follow the development concept of "green mountains and clear waters are golden mountains", enhance awareness of the importance of environmental protection, and comprehensively carry out environmental protection work in all units. 9. The entire company should have a team spirit, support each other in work, and not allow the phenomenon of passing the buck and making excuses.
