3、 Qu Jiabi, Deputy General Manager of Safety, made the following work arrangements: 1. Convey work tips for documents issued by the Energy Bureau of Liupanshui City. 3. Reported on the safety work situation, inspection and supervision situation, re inspection and cancellation situation, impact of mechanical and electrical equipment transportation, mine gas and carbon monoxide exceeding limit situation, work injury situation in various mines, inspection and punishment situation, "anti three violations" punishment situation, existing problems, and team formation situation in February. 4. The company and all mines should carry out high-quality training work, implement a combination of theoretical and on-site training methods, and pay attention to the effectiveness of training, avoiding formalism. The training center has developed a training plan and will start ground training from March. Each mine will set up points to avoid affecting our production time as much as possible. Three centralized training sessions will be conducted to achieve full coverage of three point classes in three phases. The work arrangement for on-site training will start from March. The group company will initiate training for team leaders, security inspectors, tile inspectors, and other underground personnel. The training will be led by Deputy General Manager of Production Bao Jiming, assisted by Deputy General Manager of Safety Qu Jiabi, and coordinated by various mines to carry out the on-site training work with high quality. The training must be effective from March to May. 3. Further strengthen the management awareness of advanced prevention and control in all units, eliminate hidden dangers in their infancy, and instill advanced prevention and control awareness from the design of mining. We should promote advanced prevention and control awareness underground, on the ground, on the front line, and in auxiliary work, adopt advanced measures, formulate advanced plans, and flexibly adjust plans and control objectives to implement advanced prevention and control. This is a key focus this year, and everyone must establish advanced prevention and control awareness and implement it in our actual work. 4. Grasp the key points, assign responsibilities to individuals, and implement tracking and control throughout the entire process. (2) The construction of hardware facilities should be solved in batches according to the requirements, and cannot be completed in one step, resulting in repeated investment. The cost should be borne by each mine separately. (3) According to the results of the visit and learning, the software materials should be fully prepared to meet the needs of the industry management department, and all teams in each mine should be fully covered and carried out. (4) The safety supervision department of the group company should include the progress of team building work in daily work inspection projects, supervise, guide and supervise it well. (5) The safety supervision department of the group company should do a good job in the evaluation of team building and conduct dynamic spot checks. (6) The strengthening of finger dictation work should be carried out in a practical manner. 7. Strengthen the promotion of safety production standardization work, ensure high standards and strict requirements for quality standardization work underground and on the ground, and create safe working spaces and environments. The underground environment of each mine has been greatly improved, but we still have a big gap. We need to: (1) strengthen the organization and leadership of quality standardization work. The general manager of the group company is responsible for overall management, while other deputy general managers in charge cooperate with each other in their respective fields to ensure the safety standardization business of each department. (2) The responsible party for the standardization of safety production in each mine must be led by the mine manager, leading the team to do a good job in the relevant work of quality standardization of well drilling, and reflecting the role of the responsible party. (3) The requirement for underground quality standardization: the engineering quality must meet the standard; Keep all underground tunnels flat and tidy; Pipeline hanging is straight; The underground materials are neatly coded and managed with tags; Timely classify and recycle debris in various underground tunnels; The underground tunnels shall be constructed strictly in accordance with the design organization, and the pipelines shall be hung strictly according to the design standards. If any inspection shows that the construction is not in accordance with the design, the costs incurred shall be borne by the mine itself. (4) Requirements for standardization of ground quality: Equipment and materials on the ground site should be classified, neatly stacked, and managed with tags; The ground environment is clean and tidy, and all types of office spaces, offices, study rooms, computer rooms, warehouses, etc. are clean and tidy; The material and accessory warehouse must be classified and managed with tags above and below; The inventory ledger should be clear. (5) Ground vehicles are parked neatly in designated areas. 8. Efforts should be made to control various expenses and effectively reduce costs: (1) All units must strictly implement the salary assessment management methods approved and issued by the company. If there are special circumstances that require temporary adjustments, they must be reported to the company. (2) The pricing of miscellaneous workers outside the salary assessment management measures in each mine must be reasonable, and it is strictly prohibited to lose control. (3) Each mine must strengthen daily engineering measurement management and strictly prohibit false reporting. Once it occurs, serious accountability will be pursued. If it violates the law, it will be handed over to the judicial authorities for handling. The production department of the company should organize spot checks and rechecks of the measurement of each mine every month. (4) Each mine should strengthen the management of warehouse materials, as well as the tracking and management of underground material usage, to prevent loss, erosion, and waste. (5) The organizational structure and personnel allocation of each mine should be reasonable and efficient. (6) The management of warehouse materials must be carried out by each mine, and the material plan must be reported according to the mining plan and the inventory situation of warehouse materials. The plan cannot be exceeded. 9. Carefully organize production to ensure the completion of production tasks in March, establish the determination and confidence to overcome difficulties, work together to overcome difficulties, face challenges head-on, make every effort to create conditions for safe production, and do a good job in safety production.

11、 Chairman Fan Pengfei proposed the following work requirements: 1. All mines should attach great importance to the gas exceedance that occurred in the safety production work in February. Establish corresponding management systems and strictly prohibit false reporting of wages and workload. 4. Strengthening team building should not only focus on surface work, but also take the internal aspects seriously and attach great importance to the work at the grassroots level. 5. The issue of material supply guarantee requires key work and normal production operation. 6. The report of required materials should be submitted to the company for unified arrangement to prevent duplicate investment of equipment and materials and reduce costs. 7. The intelligent acceptance work of Honghui Coal Mine requires the attention of Zhou Xianbing, Deputy General Manager of Materials and Machinery, and the coal mine to ensure that the acceptance is passed in March and reduce the impact of mechanical and electrical equipment. 8. The work arranged by the members of the company's leadership team should be conscientiously executed by each unit, and any existing problems should be reported and feedback should be provided in a timely manner, and responsibilities should be fulfilled conscientiously.
