Make requirements for safety production work in August:

1. According to the "Warning Notice of the Municipal Energy Bureau on the July 19th Incident at Zhulin Coal Mine in Liuzhi Special Zone" and in combination with the actual situation of the company, the following work should be done:

(1) The protective facilities for pedestrian passages and coal gangue passages in each coal mining face must be safe, complete, reliable, and effective, and the gangue blocking devices at the exit of the mining face must be securely installed.

(2) The lifting equipment of each mining recovery working face must be in good condition. Automatic devices must be safe and reliable, and the track quality of transportation routes must meet the requirements. At the intersection of the transportation roadway, standing guard and intercepting personnel must be in place, and personnel unrelated to the lifting process are strictly prohibited from entering the lifting route.

(3) Strengthen daily inspections of the roof, and take immediate measures to address any support failures caused by mining pressure. Replace the shed legs that need to be replaced and anchor cables that need to be added to ensure reliable support.

(4) In terms of gas control and management, it is necessary to ensure that the drilling design meets the actual requirements on site, and the drilling depth and angle must be constructed according to the requirements. Seal the hole to ensure no air leakage, and connect the pipes according to the standard of four lines. At the same time, ensure that the interface does not leak and the negative pressure of the extraction meets the extraction requirements.

2. Honghui Coal Mine and Chaoyang Coal Industry have conscientiously carried out the acceptance work for resuming work and production.

3. Each coal mine should make great efforts to strengthen the construction of demonstration teams and promote the standardization of safety production. Lay a solid foundation for the acceptance by the Municipal Energy Bureau in September.

4. 5. 6. The company, mine management personnel, and coal mine dispatch room should not refuse or not answer the dispatch phone number. 1. Accelerate the adjustment of mining layout to ensure normal mining continuity. Each mine should organize a careful analysis based on the current layout of mining continuity, further explore potential, and adjust the relevant work of mining continuity to prepare for next year's continuity.

2. Strengthening gas control and outburst prevention management requires increasing awareness and changing mindset, and work must be down-to-earth. The main responsible persons of each mine should take the lead, the technical person in charge should directly handle it, and other management personnel should cooperate to handle it. The work should be coordinated and managed together, and through efforts, ensure that gas control and outburst prevention work reach a higher level.

3. All units should conscientiously carry out employee education and training work, laying a solid foundation for safety production. One is to enhance the on-site work management ability training of team leaders, improve the operational skills training of employees, with the main focus on strengthening employees' self-protection and mutual protection awareness training, and fully focus on theoretical and on-site related training work. The second is to select and use good team leaders. Each mine should establish corresponding admission standards and assessment management methods for the appointment and assessment of team leaders. In the fourth quarter of this year, each mine should introduce corresponding systems and conduct trial operations.

4. The group company should strengthen supervision and guidance on the implementation of the dual prevention mechanism of risk classification control and hidden danger investigation and governance in various mines. Each responsible leader should carefully organize the risk assessment and hidden danger investigation and control work within their scope of responsibility, achieving advanced prevention and control.

5. Each mine should increase its efforts in support reform, effectively addressing issues such as support capacity, frequent maintenance safety hazards, production impact, and repeated investment. One is to change the previous concept of support. The second is to vigorously promote anchor net support, anchor net injection and spraying, and joint support. The third is to prioritize the use of active support for roadway support forms.

6.
