He requested all units to develop and improve control measures in accordance with the requirements of the "September 2023 Safety Risk Analysis and Evaluation Report and Control Table" issued by the company, strengthen supervision and inspection, track and supervise the implementation of risk control measures, and ensure safe production.

Make requirements for safety production work in September:

1. Recognizing the current safety situation, each mine should carefully analyze the reasons for the work-related injuries that occurred in August, take targeted measures, and effectively reduce the occurrence of work-related accidents.

2. Each mine must ensure the coordination between safety and production. In the event of a conflict between safety and production, safety must be the top priority and production must be carried out under the premise of safety. (1) Utilize pre class meetings to conduct safety risk assessments, and then conduct safety hazard investigations at the underground site. After on-site hazard investigation, normal production operations can be organized. (2) Strengthening on-site roof management requires strict adherence to regulations and measures during construction. Strengthen the support of empty roof locations and strictly prohibit empty roof operations. (3) Strengthen the protective facilities on the mining face, which must be installed in place to prevent injuries caused by rolling debris. (4) The company's safety supervision department must strictly supervise the implementation of regulations and measures, as well as the rectification of on-site hazards, and prohibit operations with hidden dangers.

3. The implementation and execution of regulations and measures, with coal mines as the main unit, must be carried out in accordance with the operating regulations and safety technical measures at each construction site, and safety facilities must be used correctly and in place.

4. Check the investigation and punishment of the "three violations", whether the workers have engaged in illegal operations or dangerous and reckless behavior, and whether the safety hazard investigation of the team leader has been truly carried out. If it has not been carried out, the responsible person and the mine leader in charge will be punished.

5. In terms of safety education and training, the company has launched on-site training activities for team leaders, security inspectors, tile inspectors, and employees in the first half of the year. The training in the second half of the year should be carried out urgently by all mines.

6. Strictly implement the system of introducing mine leaders into the well shift system.

7. Strengthen the construction of demonstration teams in various mines and promote the standardization of safety production. (1) According to the requirements of the Energy Bureau of Panzhou City, each mine is required to carry out various tasks related to the construction of demonstration teams. Starting from September, preparations will be made for higher-level acceptance. (2) In terms of safety production standardization, the Energy Bureau of Panzhou City will begin the acceptance of the "Four Ones" project in September, and each mine should do a good job in rectification and inspection.

8. In terms of mechanical and electrical transportation. The mechanical and electrical department should carefully inspect the operation of equipment, the condition of safety facilities, the use of safety warning signs, the safety of guardrails for monkey carts, the safety of manual carts, and the integrity of mechanical and electrical equipment.

9. In terms of pyrotechnic material management, all coal mines on the ground should attach great importance to the storage, use, transportation management and other aspects of civil explosives, and no problems should occur in any of them. The responsible persons in charge of each mine should increase the management of pyrotechnic devices, ensure clear and precise management of civilian explosive materials, timely grasp the dynamic situation of storage, use, and return of civilian explosive materials, timely discover problems and supervise the rectification of safety hazards, and plug safety loopholes. Properly classify and store explosive materials underground, without mixing them together. Explosive and detonator boxes must be locked and managed, and the "three person blasting chain system" must be strictly implemented.

10. The team leader admission system and assessment management measures formulated by each mine shall be submitted to the company's safety supervision department before September 1st for discussion, research, and approval by the company.

11. In terms of safety supervision and management, each coal mine takes the coal mine as the main unit, with the safety deputy mine manager as the main body. The company is mainly led by the safety supervision department, and other business departments carry out supervision and inspection of safety work within their respective business scope. They attach great importance to, strictly implement, strictly supervise, work together, and make joint efforts to reverse the current passive situation.

Ren Feng, Deputy Chief Engineer of Tongfang, put forward the following requirements:

1. Each mine conscientiously implements the "Guizhou Zisenyuan Group Investment Co., Ltd. Fire Prevention and Control Management System (Trial)" (Company Tongzi [2023] No. 372) and the "Guizhou Zisenyuan Group Investment Co., Ltd. Gas Extraction Fine Management System (Trial)" (Company Tongzi [2023] No. 373), and improves the allocation of institutions and personnel.

2. Each mine should improve the ledger for closed inspection and the report for closed sampling.

3. Strengthen the refined management of drilling, focus on the management of joint pipe drainage and civilized production and layout management of tunnels.

The Deputy General Manager of Production, Bao Jiming, reported on the completion status and existing deficiencies of production tasks in various mines in August, and issued a production plan for September. He requested:

1. Resolutely carry out roof management work, consolidate the foundation of safety production, and fully understand the dangers brought by poor roof management.

2. Strictly implement the system of knocking on the top and asking questions about the top, as well as the system of inspecting and inspecting the tunnels, track any issues that are not implemented, and deal with those who fail to achieve practical results.

3. Carefully organize the production in September, strengthen on-site management, implement rules and regulations, achieve excellent and fine mining in the coal mining face, and improve the recovery rate of clean coal.

Chief Engineer Zhu Zeng has made detailed arrangements for the key points of gas control in each mine. Propose the following requirements:

1. The "Guizhou Zisenyuan Group Investment Co., Ltd. Gas Extraction Fine Management System (Trial)" has been issued, and all mines should carefully organize learning and implement it accordingly.

2. In the work of geological surveying and water prevention, each mine should draw lessons from it and conduct hidden danger investigations. The census of hidden dangers and disaster causing factors should be carried out in a practical manner, and the census report should be prepared in accordance with the provincial guidelines. The report should be completed before October 30th. In work, it is necessary to implement the management of exploration before excavation, and all work should be tracked and implemented. The monitoring of water hazard warning should be completed before September 10th.

3. Coal pillars involve stopping lines in coal mining faces, rivers, highways, including water-resistant coal pillars. Coal mining work must strictly follow the coal pillars.

4. Do a good job in the "one optimization and three reduction work", namely: optimizing the system, reducing personnel, reducing head and face, and reducing level.

5. During the rainy season, geological hazard inspections should be highly valued by all mines. While arranging underground work, it is also necessary to make good arrangements for this work, conduct inspections within the well field, and investigate whether there are landslides, cracks, and other situations.

6. Ensure proper management of both sealed and unsealed environments. The sealing must be strictly constructed according to the design. In the future, every sealing must be inspected and accepted by the company's safety supervision department and communication prevention department. The unsealing and sealing must be reported, and now it is required that the unsealing and sealing must be carried out by the rescue team of Panzhou City. Therefore, it is necessary to coordinate the work, and the company's rescue team and the mine should cooperate well and prepare in advance.

7、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, reported on the business situation of the company and various mines from January to July 2023. He requested that all units strengthen communication, plan the required materials and funds in advance according to the production plan, and ensure the supply of materials and equipment. At the same time, in combination with the safety production situation, we should provide positive guidance to employees, stabilize the workforce, and solidly carry out various tasks.

8、 Li Qunduo, Secretary of the Party Committee and Chairman of the Trade Union, put forward the following requirements: 1. Further strengthen the study of the Party's policies, superior documents, and related business knowledge, deeply understand the spirit of superior instructions and directives, further improve political theory level and business ability, act in accordance with the Party's policies and relevant laws and regulations, and ensure that there is no violation of laws, regulations, or rules. 2. Seriously implement the safety management responsibility system, conduct hazard investigation, strengthen the main responsibility of safety production, strictly manage safety, and control and reduce the occurrence of various accidents. 3. Strengthen the construction of team culture, organize and carry out safety production training for employees, highlight safety concepts, hidden danger investigation, emergency rescue and other training contents, further improve the safety production awareness and safety protection ability of management personnel and all employees. 4. Each mine should deepen the rectification of "three violations", further strengthen on-site safety management, strictly implement the safety production management system, conscientiously implement the post responsibility system, improve on-site management level, and achieve safe and harmonious development of coal mines. 5. According to the notice from the Panzhou City Federation of Trade Unions, in late September, Liupanshui City will organize a skills competition for employees, requiring our company to organize three people to participate in the tile inspection worker skills project competition. Zhong Heng and Hong Hui each prepare 2 people, and the company will determine the list of participants for the competition. It is hoped that each coal mine will strengthen their business training and improve their business capabilities. 6. Each unit should overcome various difficulties under the leadership of the chairman and the company, focus on production while ensuring safety, and creatively implement various tasks with practical actions.

9、 General Manager Chen Hua answered the questions that each unit needs the company to solve. Reported on the company's production indicators, work-related injuries, gas treatment, cost investment, and business management from January to August 2023, and summarized the achievements, problems, and shortcomings of each unit's work.

Detailed arrangements have been made for the work priorities of each mine in September. The following specific requirements are proposed for the work in September:

1. Further strengthen the efforts of gas control to ensure that gas control is in place. (1) Starting from September, the refined management of drilling and extraction has been launched. The group company has established a leadership group led by the general manager, and Deputy Chief Engineer Ren Feng from the company's research center is fully responsible for organizing and carrying out the comprehensive work of refined management of drilling and extraction. It is required to have high standards and strict requirements in accordance with the requirements of the "Guizhou Zisenyuan Group Investment Co., Ltd. Gas Extraction Fine Management System (Trial)" (Company Tongzi [2023] No. 373) issued by the company on August 26. Those who fail to implement it properly will be held accountable. (2) All abandoned holes will be cancelled, and Deputy Chief Engineer Ren Feng from the company's research center will be responsible for leading the inspection team. After the inspection, it will be handed over to each mine manager for implementation and deducted from the team's work. (3) Each mine should organize the study of the requirements of the management system and implement specific requirements on site. The communication and defense management personnel should organize the study, and the team should arrange technicians to organize the study. After the study, they should sign and take the exam. (4) The company's research center will organize personnel to provide lectures and staged training on the refined system of gas extraction in various mines, in order to achieve full coverage of gas extraction personnel training.

2. The group company started the on-site training of the second batch of mine security inspectors, tile inspectors, team leaders, and special job operators in September. The company is led by Qu Jiabi, the Deputy General Manager of Safety, with personnel from various departments and offices participating. Each mine cooperates to conduct on-site comprehensive training, covering all teams and relevant personnel.

3. Each mine of the group company should carefully organize the risk assessment work, improve risk control awareness, truly achieve risk assessment, control risks, and not let risks become hidden dangers or accidents caused by hidden dangers.

4. Each mine must attach great importance to the development of quality standardization and maintain normalcy. To create a safe foundation and change the image of our unit, we need to improve the quality of underground construction and standardize the civilized production management of each line.

5. Each mine should strengthen on-site safety management to ensure safe production. By strengthening the standardized operation training of on-site operators, appointing qualified team leaders, instilling a sense of responsibility in team leaders for on-site management, and supervising and commanding key areas on site, we aim to achieve safe production on site.

6. Strengthen the construction of job performance and further enhance the execution strength of various units and management personnel at all levels. (1) Leaders of the group company, management personnel at all levels of departments and mines should further change their mindset, work mode, and achieve clear thinking, attitude, means, and methods in their work. They should conscientiously fulfill their duties, do their job well, consciously improve their execution ability, and complete the work tasks within their scope of responsibilities without compromise. (2) The work of management personnel at all levels of the group company and each mine should be clear in scope, clear in responsibilities, standardized in management, follow rules, order, and procedures, with each level being responsible for its own level, and checked at all levels to effectively improve work efficiency. (3) Starting from the mine manager, all mine level management cadres should conscientiously fulfill their duties of underground shift supervision. Starting from September, if any mine fails to carry out on-site shift supervision as required and is punished by the industry supervisory department or other departments, the responsible mine shall bear all the fine amount. The responsible mine manager shall report the details of the fine to the company, and the company's finance department shall deduct it from the salary in installments. (4) The company's safety supervision department should strengthen daily safety supervision and dynamic inspection work. Inspect the performance and responsibility of mine level leaders, the implementation of various safety management systems, the implementation of team building, risk assessment, hidden danger investigation and control, and the on-site hidden danger investigation of the team leader.

7. Each mine carefully organizes production, actively addresses factors and links that affect safety production, strives to create all favorable conditions for high yield and efficiency, and fully completes the work tasks assigned in September.

10、 Chairman Fan Pengfei has put forward the following requirements for the work in September:

1. At present, the safety situation in coal mines across the country is severe, with numerous sporadic accidents. We need to learn from the lessons of others' accidents and also carefully analyze our own accidents for reflection.

2. Each mine in the company should come up with good work ideas, conduct in-depth on-site investigations and research, and come up with solutions to problems.

3. The company and all mines must strictly abide by the "Safety Production Law", and all work must be carried out within the scope of the law.

4. At work, managers at all levels should not only manage themselves well, but also manage their subordinates well. They should not only strictly demand from their subordinates, but also care for and love them in their daily lives.

5. Zhongheng Coal Mine had a high number of work-related injuries in August, and it is necessary to carefully analyze the causes of the accidents and develop practical and feasible safety management systems. In terms of safety management, it is necessary to replace personnel without changing ideas.

6. Seriously strengthen gas control, put more effort into gas extraction, and do all work in advance.

7. Strengthen the management of coal transportation and storage to prevent loss. The company will issue meeting minutes and provide suggestions for handling relevant responsible persons. At the same time, strengthen the management of gangue mountains in various units, prevent unrelated personnel from entering the gangue mountains, and prevent unexpected situations from occurring.

8. Strengthen the management of recruitment, and all units must first report their plans to the HR department according to procedures. Only after the company's research and approval can recruitment be allowed.

9. Each mine carefully sorts out various documents from superiors, implements time and responsible persons according to requirements. When attending superior meetings, it is necessary to take careful notes and abide by meeting discipline.

10. The "work briefings" issued by the Party committee, trade union, and office report more on the safety, production, quality standardization, good deeds, and team building of the company and various mines.
