Requirements for safety production work in October: 1. All units should carefully organize the viewing of the "9.24" accident warning education video at Shanshanshu Coal Mine to understand the basic causes of the accident. We must strive to avoid causing trouble and accidents, while also maintaining a sense of awe and respect that prevents us from causing trouble or even more so. 2. Recently, there have been no mining operations in various coal mines. We should take the lesson of the "9.24" major accident as an opportunity to increase the inspection of mine safety production and special inspection of mechanical and electrical transportation. Specifically, in accordance with the requirements of the "Notice of the Energy Bureau of Liupanshui City on Immediately Carrying out Safety Inspection and Remediation of Belt Conveyors" (Shi Energy Tong Zi [2023] No. 35) and the "Notice of the National Mining Safety Supervision Administration and Provincial Energy Bureau on Deeply Learning from Accident Lessons and Immediately Carrying out Coal Mine Hidden Danger Investigation and Remediation Work" (Kuang An Qian [2023] No. 56), corresponding hidden danger investigation work should be carried out. 3. Taking coal mines as the main body, the operations at each construction site must be carried out in accordance with the requirements of the operating procedures or safety technical measures. The Municipal Energy Bureau will conduct special inspections on the safety technical measures or operating procedures formulated by coal mines in the future. The construction of demonstration teams in various coal mines and the promotion of safety production standardization work. In terms of team construction, currently 4 teams have passed the acceptance inspection of Zhongheng Coal Mine, 3 teams have passed the acceptance inspection of Honghui Coal Mine, 2 teams have passed the acceptance inspection of Mangyuan Coal Mine, and 4 teams have passed the acceptance inspection of Yangchangpo Well Area. By December of this year, all teams in each coal mine must pass the acceptance inspection, and teams that fail the acceptance inspection must stay on the ground for training and learning. Each coal mine must attach great importance to the management of the storage, use, transportation, information reporting, and delivery time of handheld devices for civil explosives, and there must be no loopholes in any link. The responsible persons in charge of each mine should allocate time and energy to strengthen the management of explosive materials, conduct full process control of the arrival, storage, and transportation of civilian explosive materials every month, ensure clear and accurate management of the situation and quantity of civilian explosive materials, timely grasp the storage, use, and return of civilian explosive materials, timely discover problems and supervise the rectification of safety hazards, and plug safety management loopholes. Underground: The classified storage of blasting materials before blasting (box locking management), the management of standing guard and personnel evacuation must be implemented in accordance with requirements, and the box locking management of the blasting busbar (the three person interlocking blasting management system must be strictly implemented). Implement the work of exploration before excavation, strictly follow the design construction, and drill at the opening location for analysis and utilization, with corresponding data. Each mine should do a good job in exploring and releasing water, and carry out hanging observation. 7. The implementation of fire prevention and extinguishing measures above and below the well, the fire prevention and extinguishing design should be consistent with the site, and each mine should conduct further investigation of the fire prevention and extinguishing design, and carry out preventive inspections according to requirements. Each mine should combine the requirements of this hidden danger investigation and improve the relevant work. Underground hot work must be strictly implemented according to requirements. 8. The rescue team conducted a standardized inspection of the provincial emergency rescue center in late September and made serious improvements to the issues raised. At the same time, they strengthened the learning and training of team members and enhanced daily management.

Strengthen the management of fire prevention and extinguishing work to prevent the occurrence of fire accidents. Each mine manager must organize the development of practical and feasible fire prevention measures and fire prevention management systems, and carry out fire prevention work in a preventive manner. 3. Strengthen water prevention and control work to prevent the occurrence of water disasters and accidents. Each mine must develop scientific, reasonable, and targeted water hazard prevention and control measures in accordance with the principle of "one mine, one policy, one end, one policy", and ensure that the measures are implemented on site to ensure safe production. 4. Strengthen the standardization of safety production and ensure the dynamic compliance of standardization. Firmly establish the management concept of "ensuring safety with quality, promoting production with safety, and promoting efficiency with production", and lay a solid foundation for the safe development of enterprises. 5. Strengthen education and training work, and strive to improve the overall quality of all staff. Effective risk resolution and strict risk control should be given top priority, and advanced prevention and control measures should be taken to prevent risks from becoming hidden dangers or evolving into accidents.

The company and all coal mines (factories) should attach great importance to the safety hazard investigation and rectification work, and the main person in charge should personally arrange a comprehensive investigation work covering all underground systems, systems, personnel status, software data, etc. without leaving any blind spots. The group company is organized by the Deputy General Manager of Safety to conduct a comprehensive safety hazard investigation of its subordinate coal mines, and to guide and supervise the hazard investigation work of the subordinate coal mines. The main person in charge of each coal mine (factory) is responsible for comprehensively organizing the hazard investigation and rectification work of the unit. 2. Companies and coal mines should strengthen risk warning, emergency response, and information reporting work. When dangerous situations or production safety accidents are discovered, they must be reported in a timely manner according to regulations without delay. 3. The company and each coal mine should regularly organize inspections of underground tunnel systems to prevent hidden dangers such as tunnel deformation, floor bulging, leakage, etc., which may cause ventilation system obstruction, affect the safe operation space of mechanical and electrical transportation equipment, and threaten pedestrian safety. (1) The chief engineer of the group company is responsible for organizing a comprehensive inspection of the roadway systems of all subordinate coal mines every quarter. (2) Each mine manager personally organizes a comprehensive inspection of all underground tunnel systems once a month. (3) Strictly follow the requirements of Guizhou Provincial Energy Bureau; The five mine managers of each mine must conduct a comprehensive inspection of all underground tunnels every month, without leaving any blind spots, and there must be trajectory verification. (4) The company and each coal mine should establish a ledger for the inspection of the roadway system. 4. The company and all mines should immediately restart the Guizhou Provincial Energy Bureau's 2023 special rectification action for major accident hazards in the industry and the Guizhou Provincial coal mine gas control special rectification action.

The safety inspections of the company and various coal mine organizations must undergo a transformation: "comprehensive evaluation of system safety+advanced prevention and control". (1) Intensify risk assessment efforts, effectively resolve and control risks, and prevent risk escalation. (2) The shift from simple "work face" inspections to "comprehensive system security assessments" requires a focus on practical results. (3) Further strengthen the comprehensive safety risk assessment of "tunnel system+ventilation system+electromechanical transportation system+equipment use+quality standardization+on-site control". 9. Each unit should strengthen emergency duty and information reporting work. 10. The management personnel at all levels of the company and various coal mines (factories) must consciously abide by the relevant meeting discipline, whether attending internal meetings or external meetings, and must not have any incidents that affect the image of the unit and the company. 11. The current focus of work is: firstly, all units should organize high-quality safety hazard inspections, hazard rectification, and acceptance work; Secondly, it is necessary to organize the education and training of employees well; Thirdly, we need to organize the rectification and improvement of underground quality standards; Fourthly, it is necessary to organize a comprehensive investigation of the tunnel system in this mine. 12. Starting from October, each mine should organize and carry out the preliminary work of fixed positions and personnel, and make sufficient preparations to meet the requirements of industry management.

7、 Chairman Fan Pengfei has put forward the following requirements for the work in October: 1. Seriously implement the spirit of the provincial and municipal safety meetings, learn from the lessons of the "9.24" accident at Shanshanshu Coal Mine, carefully identify potential safety hazards, and promptly rectify them. 2. Strengthen the training of self rescue devices, and all units must conduct on-site drills and training to ensure that everyone can use them. The wellhead inspection personnel should inquire about the mastery and use of self rescue devices for all personnel entering the well, and it is strictly prohibited for personnel who do not know how to use self rescue devices to enter the well. 3. Carrying out a comprehensive investigation of hidden dangers involves all aspects of the coal mine. In addition to identifying hidden dangers in belt transportation, other aspects cannot be relaxed and must be investigated in all aspects. 4. Strengthen the management of work-related injuries, and all mines must strictly implement various management systems. 5. Strengthen the management of personnel at all levels, and subordinates must obey the management of superiors. The work arranged by the company must be conscientiously executed by all mines. The work arranged by each mine team must also be strictly implemented by the team. Controversies should be communicated in a timely manner. 6. Managers at all levels should conscientiously fulfill their duties and take personal responsibility seriously. Those who fail to perform their duties should be dealt with seriously. 7. While learning from the lessons of the "9.24" accident at Shanshanshu Coal Mine underground, surface units such as coal washing plants and Jialing Industry and Trade should also strengthen their fire prevention and control management on the ground. 7. When conducting a comprehensive investigation of hidden dangers, it is necessary to carefully search according to the standards, and it is strictly prohibited to encounter the phenomenon of not being able to find out on one's own and encountering a large number of problems during inspections by higher-level departments.
