The processing workshop of Jialing Industry and Trade Machinery Repair Factory is located in Lianghe Industrial Park. It entered the trial production stage in April this year and mainly processes materials such as wire mesh, gas drainage pipes, PP pipes, etc. required by various mines under Zisenyuan Group Company. Vice Director He Shu and other relevant leaders conducted a comprehensive investigation into the safety, production, and operation of the processing workshop at Jialing Industry and Trade Machinery Repair Factory, and gained a detailed understanding of the urgent problems that the enterprise needs to solve in its development process.

Vice Director He Shu exchanged ideas with General Manager Li Wen of the Group Company, Party Secretary (and Trade Union Chairman) Li Qunduo, and Jialing Industry and Trade Manager Mo Guyu on the deficiencies and problems that need to be rectified in enterprise management. He demanded that relevant issues related to the development of enterprises be seriously addressed, creating a favorable environment for the healthy development of enterprises. At the same time, the foundation of safety production should be consolidated, and various rules and regulations should be improved to ensure the development of production under the premise of safety, and to improve efficiency and economic benefits.

1、 Each unit reported on the work of safety production and safety production standardization management system in July, as well as the shortcomings in the work. They raised the problems that need to be solved to the company, summarized the work in July, and planned and arranged the safety and production work in August.

2、 Vice General Manager of Safety Qu Jiabi reported on the inspection and rectification of hidden dangers in various units in July; The rectification status of problems identified by the national assistance team during inspections; Impact of mechanical and electrical transportation; The impact of mine gas and carbon monoxide exceeding the limit; Work injury situation in each mine; The company's safety supervision department inspects and punishes the situation; Investigation and management of hidden dangers; Major risks present in each mine. Detailed arrangements have been made for the safety work priorities in August.

He proposed the following job requirements: 1. In terms of mechanical and electrical equipment, strengthen the inspection of mechanical and electrical equipment, carefully study the "Coal Mine Electrical Equipment Explosion Determination Standards" (which the company has already published online), and each mine's mechanical and electrical mine manager should organize the study of the training courseware for the "Coal Mine Electrical Equipment Explosion Determination Standards". Relevant departments of the company should also strengthen their learning. 2. Strengthen the safety management of inclined lane upgrading. 3. Strengthen the inspection of alleys. 4. Manage the monitoring and surveillance system effectively. 5. Strengthen the management of the roof of the mining face to prevent injuries caused by gangue. 6. We should increase efforts in safety education and training, attach great importance to the "three violations", strictly investigate work-related accidents, and take practical and feasible measures.

3、 Deputy General Manager of Tongfang, Bao Jiming, has made the following work requirements: 1. Strengthen gas management and reduce gas exceeding limits. 2. Strengthen the management of monitoring and surveillance systems, enhance the management of shooting and trial jumping. 3. Serious drilling, advance planning, and prevention of gas exceeding the limit. 4. Strengthen the coal mining work at Shimen. 5. Submit gas control plans for the three-year, five-year, and ten-year plans before August 15th. 6. The formulation of gas control plans should be tracked by the communication and prevention department. 7. The report on the assessment of gas control capacity and ventilation capacity shall be submitted in accordance with the requirements of the Energy Bureau. 8. Scientific and technological innovation work should be regularly reported, and all units should attach great importance to it. Materials subsidized by the central government should be reported in a timely manner.

4、 Zhou Xianbing, Deputy General Manager of Mechanical and Electrical Engineering, has made the following work arrangements: 1. Strengthen the daily maintenance of mechanical and electrical equipment. 2. Honghui Coal Mine needs to contact the power supply station as the nearby rural power grid renovation involves gas pumps. 3. Several mines involve the installation of fully mechanized mining faces, and mechanical equipment should be inspected at all times. 4. We are preparing to hold a special meeting on the safety of mechanical and electrical equipment in August for specialized arrangements. 5. Carry out the installation work of the single track crane in Yangchangpo well area and Honghui coal mine.

5、 Chief Engineer Zhu Zengxiao proposed the following work requirements: 1. Gas control work needs to be further strengthened, and the mining face must be sealed with yellow mud. 2. The requirement for gas pipes to be 20m away from the front in the anti outburst lane must be strictly implemented by all units. 3. Do a good job in exploring and releasing water from mining sites, and improve the information on hidden disaster areas. 4. The management and design of fire prevention and extinguishing should be revised in a timely manner, and the fire prevention department should carefully inspect each mine. 5. Before backfilling in each coal mine, the installation of nitrogen injection pipes must be in place. 6. Standardize the calibration of sensors, strengthen the management of calibration, and enhance training for each mine. 7. According to the Notice on Strengthening the Analysis and Judgment of "Three Reports, Two Drawings, and One Transportation" in Coal Mines issued by the Guizhou Provincial Energy Bureau of the National Mining Safety Supervision Bureau (Kuang An Qian [2022] No. 13), the company will establish an analysis and management system for "Three Reports, Two Drawings, and One Transportation". Each unit should report the analysis and judgment of the "three reports, two drawings, and one transportation" to the production department. 8. The joint trial operation of Mangyuan Coal Mine and Honghui Coal Mine needs to be further improved, including the installation of various equipment and facilities, the completion of data, and preparation for acceptance within one month. 9. Each mine should attach great importance to the three-year, five-year, and ten-year plans for gas control and report to the company before August 15th.

6、 Executive Vice General Manager Shi Minghua reported and summarized the production situation in July, and arranged the production plan for August. The following requirements are made: 1. The safety management of installation, lifting, transportation, and other aspects of the fully mechanized mining face in each mine must not be relaxed, and must be strictly implemented in accordance with the requirements of the installation special meeting. 2. To enhance the sense of responsibility of management personnel, it is necessary to be "serious, responsible, and meticulous". 3. Each unit should conscientiously carry out the "look back" work of the national assistance group to prevent similar problems from recurring during inspections. All departments of the company should also conduct thorough inspections. 4. At present, the deformation of the roadway is severe, and it is necessary to increase the efforts of roadway repair. 5. The joint trial operation of Mangyuan Coal Mine and Honghui Coal Mine requires a list and responsible persons to be listed to ensure completion within one month and to obtain the "safety certificate" as soon as possible. 6. The safety facilities of the mining face in Yangchangpo well area must be implemented in place. 7. The prevention and control of water in coal mines must be strengthened, and a series of measures must be taken to prevent and control water. 8. Chaoyang Coal Industry needs to streamline the overall system as soon as possible, and the preparation work must be sufficient. 9. Zhongheng and Honghui coal washing plants need to make adjustments and preparations for washing raw coal. 10. The risk identification of each coal mine should have a special report submitted to the company for careful sorting.

7、 Chen Hua, the director of the Operations Office, has made the following job requirements: 1. Equipment maintenance and repair. Each mine should establish a system and report it to the company's Mechanical and Electrical Department and Operations Office, and the company will then unify management measures. 2. The management of contracts requires the heads of each unit and department to carefully study the company's management methods and systems, and implement them in accordance with regulations. The contract of the construction team must be signed before construction, and the signing party must be the unit, not the individual.

8、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, proposed the following job requirements: 1. Construction contracts must be carefully reviewed for qualifications. 2. The reports of each mine and the required funds should indicate the required time for the company to arrange. 3. Seriously rectify the problems exposed during the inspection by the national bureau, such as inadequate work, lax work, and inadequate supervision by company departments, and enhance execution capability. 4. Each unit should have a rectification time and timeline for the issues raised by the deputy general managers of the company.

9、 General Manager Li Wen conveyed a report on the main problems identified during the supervision and inspection conducted by the Mining Group of the State Council Work Safety Committee on 20 higher-level coal mine companies in Liupanshui City. Communicated speeches and requirements from leaders at all levels, requiring all units of the company to carefully organize learning, communication, and implementation.

He demanded that: 1. All units earnestly study General Secretary Xi Jinping's important discourse on safety production, and conscientiously implement the spirit of superior documents and instructions. Summarize the problems that existed last month and take corresponding measures. 2. The problems identified by the national assistance inspection should be rectified in a timely and serious manner, and those that are not rectified should be subject to economic penalties. 3. Strengthen management. Currently, the management is extensive and lacks strictness and detail, and there are blind spots in hidden danger investigation. 4. To improve work standards and quality standards, one must take responsibility in their position and follow the prescribed procedures. 5. Strengthen the implementation of safety responsibilities, and strictly assign responsible persons to key projects and projects. 6. Safety management must be "strict" as the top priority. Currently, there is insufficient learning from accidents, and the same type of accidents occur repeatedly. We must effectively manage people, machines, and the environment.
