1、 The guiding ideology is to adhere to the problem and goal oriented approach, promote the implementation of the main responsibility of the company and all units for safety production, continuously improve and implement the responsibility chain, institutional achievements, management methods, key projects and work mechanisms that focus on "fundamentally eliminating accident hazards", strengthen risk awareness, tighten safety measures, and better guard the safety bottom line, resolutely prevent and curb the occurrence of production safety accidents, and welcome the successful convening of the 20th National Congress of the Communist Party of China with work achievements.

2、 The division of responsibilities is that the management personnel at all levels of the company and all units must resolutely implement the important instructions and directives of General Secretary Xi Jinping on epidemic prevention and control and safety production. In accordance with the overall requirements of "preventing the epidemic, stabilizing the economy, and ensuring safe development", they should focus on the main line of "preventing risks, ensuring safety, and welcoming the 20th National Congress", with the spirit of extreme responsibility for the safety of people's lives and property, and the sense of responsibility of "always being at ease", comprehensively tighten and compact the responsibilities of all parties, coordinate and do a good job in epidemic prevention and control and safety production, and resolutely shoulder the major political responsibility of preventing and resolving major safety risks.

Implement the main responsibility for safety production, with the main responsible persons of the company and each unit, key personnel, and special operation personnel on duty. Conduct safety risk identification for key equipment, key positions, and key locations, and develop targeted safety prevention and control measures. Implement hierarchical management for special operations such as confined space, high altitude, hot work, earthwork, blasting, temporary electricity, lifting, etc., strictly implement the operation approval system, prohibit unauthorized operations, and ensure the first line of safety precautions.

3、 The job requirements are: (1) to do a good job in epidemic prevention and control. The company and all units shall do a good job in material support of disinfection and sterilization materials, masks and other protective articles, as well as personnel access management and health monitoring. Strictly implement prevention and control measures such as scanning and verifying codes, temperature measurement, wearing masks, and regular nucleic acid testing for key personnel, actively leveraging the role of health codes, travel codes, and venue codes. （2） Strengthen the investigation and rectification of hidden dangers. The company will organize a hidden danger investigation before September 30th, focusing on the investigation of over layer and over boundary mining, illegal production under the guise of technological transformation, and five false behaviors (false rectification, false sealing, false data, false drawings, false reports), effectively strengthening the control of major disasters such as gas and water disasters, and strictly preventing coal and gas outburst accidents. Each unit should focus on the three core elements of safety management: the work site, production equipment, and personnel behavior. The work team dispatched by the company to each coal mine should implement various responsibilities by monitoring and guarding the mine. All units should carry out uninterrupted, no blind spots, and no blind spots safety inspections at the same time, improve the list of hidden dangers, the list of hidden danger rectification, the list of hidden danger rectification responsibilities, and the list of repeated violations. General hidden dangers must be rectified immediately and cleared to the bottom. Major hidden dangers must be supervised and listed. If rectification cannot be completed in the short term and preventive measures cannot be implemented, production and business must be suspended for rectification to prevent accidents caused by the escalation of hidden dangers. （3） Strengthen supervision and rectification of hidden dangers. Each coal mine should adhere to the list based assignment, ledger based management, and closed-loop rectification, refine measures one by one, implement the "five determinations" requirements, and efficiently and thoroughly rectify the problems and hidden dangers assigned by the State Council Work Safety Committee Supervision and Assistance Group and the Provincial Party Committee Inspection Office. All potential problems and hazards must be truly and effectively rectified by the end of September. （4） Strengthen emergency duty. The company's safety committee should strengthen communication and coordination, and relevant functional departments should closely cooperate to form a working force, avoid formalism, and ensure the safe and stable operation of all units of the company and the smooth convening of the 20th National Congress of the Communist Party of China.
