Before the safety production office meeting, the attendees were first organized to receive safety warning education and training, and watched two safety education warning videos: 1. "The '11.24' Major Coal and Gas Outburst Accident in Hexi Mining Area of Xiangshui Mine, Pannan Company, Guizhou". 2. The "1-4" transportation accident at Dingji Coal Mine of Huaihu Coal and Electricity Co., Ltd. in 2015.
Each unit reported on their safety production, quality standardization, business situation, and shortcomings in their work for July, raised issues that need to be addressed to the company, and planned and arranged their work for August.
Vice Minister of the Safety Supervision Department of the company, Gao Bo, reported on the company's safety production work, safety production inspection, daily safety hazard investigation, hazard rectification, accompanying inspection work, inspection and punishment, work-related injuries, etc. in July, and arranged the key safety work priorities for August.

4、 Zhao Xingben, Deputy General Manager of Safety, analyzed and summarized the situation of work-related injuries. He pointed out that the main reasons for the occurrence of work-related accidents in July were the inadequate awareness of self security among employees, inadequate on-site management, and inadequate on-site safety protection. The number of work-related injuries has decreased compared to last year, and the overall trend is good, but there is still room for improvement. Safety management requires clear thinking, precise implementation of policies, and strengthening of on-site management standards. Strictly follow the production plan for August and ensure the safety production work in August.

He put forward the following requirements for the work in August: 1. Strengthen safety production risk assessment, analyze safety risks, and effectively control risks. 2. Enhance the political position of safety, optimize leadership authority, and conscientiously fulfill duties. Zhongheng Coal Mine should make every effort to carry out gas control work. 3. Do a good job in training team leaders. The company will provide intensive training for team leaders from August 1st to August 5th, and all units must ensure that team leaders attend on time. 4. Strictly carry out gas control work, and ensure that gas is "zero over limit", and major problems are not allowed to occur. 5. According to the requirements of the Guizhou Provincial Coal Mine Safety Supervision Bureau, we will carry out the "Four Must Check, Two Scheduling" management mode learning, which includes checking the coal mine networking situation, voice over limit alarm, daily over limit alarm ranking, and underground shift leader situation. We will implement a video scheduling consultation system, and the shift leader will conduct "two scheduling" training every morning at 08:30 and evening at 21:00. 6. The new Safety Production Law will come into effect on September 1, 2021, and we will do a good job in studying and implementing it.

He put forward the following requirements: 1. Strengthen the study of documents issued by superiors, and implement them in a timely manner. 2. Strengthen the tracking and coordination of outsourced projects, timely understand the construction progress, and reduce the pressure of continuity. 3. Strengthen the management of the details of "one communication and three prevention", enhance on-site management, ensure the effectiveness of gas emissions, and take protective measures during welding for coal bunkers with low air volume in Zhongheng Coal Washing Plant and Honghui Coal Washing Plant. 4. Carry out joint trial operation of Mangyuan Coal Mine and Honghui Coal Mine. Have a clear understanding of the equipment in place and installation status, and prepare comprehensive reports and completion materials. 5. Conducting a thorough investigation of geological hazards within the mining area should be regarded as a key task. The filing of geological hazard assessment reports should be completed in a timely manner, and relevant materials and images should be improved. The Geological Survey Department should track this work well. 6. The mining plan of Zhongheng Coal Mine (until the end of 2022) has been discussed multiple times, and Zhongheng Coal Mine must organize it carefully and strictly implement it according to the plan.

6、 Vice General Manager of Production Shi Minghua reported on the completion status of the company and various coal mines' plans for July, and made plans for safety production in August. He put forward the following requirements: 1. Honghui Coal Mine should strengthen the management of the roof of the 11803 mining face, enhance inspections, and coordinate the various work of joint trial operation. 2. The Yangchangpo well area should promptly rectify the problems that exist during the acceptance inspection, organize personnel to carry out various work during the initial mining period, and install the transportation system. 3. All units should prepare for the inspection conducted by the national inspection team in Panzhou City from August 2nd to August 5th. 5. Zhongheng Coal Mine is conscientiously carrying out gas control in the 11201 mining face, with relevant facilities in place and drilling rigs in place.

8、 General Manager Li Wen conveyed the spirit of the "Notice of the Provincial People's Government on Further Strengthening Coal Mine Safety Production Work" (Qianfu Office Letter (2021) No. 48), requiring all units to conscientiously organize and implement the content of the document, and master the spirit of the document.

He put forward the following requirements: 1. Seriously carry out safety management work and be prepared for safety inspections by superiors at all times. 2. In response to situations where the security environment is not reliable, basic management is weak, and employees do not comply with operating standards, it is necessary to strengthen the management of management personnel and provide training on employee operating standards.   4. We must strictly adhere to the twelve character safety production policy of "safety first, prevention oriented, and comprehensive management", implement responsibilities, and strengthen management. 5. We attach great importance to safety management from an ideological perspective, enhance governance capabilities, go deep into the scene, transform work style, and effectively grasp on-site management. 6. Management personnel should be low-key and standardized in their conduct, work correctly and efficiently, learn from each other, complement each other's strengths and weaknesses, respect each other, and make progress together. They cannot pretend to understand without understanding.

Chairman Fan Pengfei first emphasized the key work points of each coal mine: 1. Gas control in the 115-101 mining face of Zhongheng Coal Mine must be persistently carried out. 2. The construction of the second mining area of Honghui Coal Mine will be strictly implemented according to the established plan, with a focus on progress and time. All work will be coordinated and arranged in accordance with the requirements of joint trial operation. 3. Prepare for the acceptance of Yangchangpo well area. 4. Mangyuan Coal Mine should prepare all necessary work and materials for acceptance inspection.

He put forward the following requirements: 1. The attendees of this meeting are all middle and senior management personnel of the company, who are mental workers. They need to innovate their ideas and put more effort into management. Each link should come up with specific processes. 2. Serious meeting discipline and strict adherence to company policies. 3. To conduct accident analysis in work-related injury management, it is necessary to check whether the management personnel are in place and whether they are at the scene of the accident. 4. On the afternoon of July 26th, at the team leader symposium, General Manager Li Wen and Secretary Li Qunduo were to sort out the problems and adopt good suggestions. For example, on the day when employees raised issues such as the lack of classification and management of materials recovered underground and loopholes in cost control, all four coal mines had to come up with specific rectification plans and submit them to General Manager Li Wen. 5. Jialing Industry and Trade Company needs to strengthen the quality management of maintenance equipment and enhance the control of purchased equipment quality. The next step for the company is to study how to punish non-conforming products. 6. There is a waste of clean coal on the ground in Zhongheng Coal Washing Plant and Honghui Coal Washing Plant, and management in this area needs to be strengthened. At the same time, it is necessary to strengthen the control of ash content and moisture content to ensure the company's reputation. 7. In terms of mechanical and electrical management, Vice General Manager Zhou Xianbing should seize the time to streamline the work, come up with ideas, and promptly coordinate with Vice Chairman Gao Yongxiong. 8. Each coal mine and company unit must conscientiously carry out daily work and rectify any problems found during inspections by higher-level departments. 9. There should be a specific process for implementing the superior's documents and carefully sorting them out. 10. Managers at all levels should change their work style and work solidly. At the same time, the supervisory commission should conscientiously fulfill its duties and carry out supervision and inspection.
