Guizhou Zisenyuan Group Investment Co., Ltd. is a poverty alleviation enterprise in Hejiazhuang Village, Yangchang Township, Panzhou City. As the secretary of the Honghui Coal Mine Party Branch and the mine manager, Comrade Hou Dehou, led the coal mine comrades to actively carry out poverty alleviation work; In 2019, the Honghui Coal Mine Party Branch mobilized employees to donate to two disadvantaged employees of the group company; During the novel coronavirus epidemic in 2020, he organized coal mine party members to actively donate.

Require coal mines to develop reasonable plans for mining, excavation, mining, repair, and gas control operations, as well as long-term and short-term plans, to ensure long-term stability of the system, maintain a balance of the "four quantities" of coal development, coal preparation, coal recovery, and coal extraction, and ensure the sustainable and healthy development of the enterprise. 3. Require coal mines to strengthen the standardization of safety production construction, create conditions for safety production, and effectively reduce cash costs in order to achieve the goal of "increasing income, improving quality, and reducing consumption". 4. Require coal mines to establish reasonable "engineering unit prices" and effective "incentive mechanisms" to maximize employee motivation and achieve the goal of improving work efficiency. 5. Jinhe Coal Mine should conduct a comprehensive investigation, Honghui Coal Mine should strengthen inspections of the goaf area, and at the same time, strengthen the investigation and filling of ground gaps. 2. Further strengthen gas management. In March, there were many coal mining sites, including Honghui Coal Mine, Jinhe Coal Mine, Yangchangpo, etc. Gas drainage pipes should be tracked in place, and the communication and prevention department should focus on tracking them. 3. Efforts should be made to ensure the continuity of mining operations, and each mine should strictly organize and implement according to the plan. 4. Strengthen the construction of drilling, and according to the requirements of the provincial safety warning education on February 25th, each mine should have an emergency plan. The implementation and learning of superior safety instructions cannot be perfunctory. When the safety supervision department, communication and defense department, and geological survey department go to inspect, they should ask more questions and jointly improve their awareness of prevention. Dispatchers and monitors should do a good job of "power outage and evacuation" in case of safety situations. 5. Strictly manage underground fire and learn from the lessons of the accident that occurred at Yantai Gold Mine in Shandong Province. 6. The company's rescue team has inspected all aspects of the rescue team's work in accordance with the requirements of mine rescue quality standardization. Based on the suggestions put forward at the second session of the company's second workers' congress, a report has been submitted to the company on the completion of the equipment required for mine rescue quality standardization. 7. Continuously strengthen safety production management to ensure that the number of work-related injuries in March decreases even more than in February. 5. The work of "three prevention measures during the rainy season" should be arranged in advance, and the inspection and maintenance of mechanical and electrical equipment should be done well.

6、 Vice General Manager of Production Shi Minghua reported on the production situation of the company and various mines in February, and issued a production plan for March. Requirement: 1. Strengthen roof management, and strengthen the management of mining height for several fully mechanized mining faces passing through faults, and do a good job in roof maintenance. 2. Prepare for the excavation project and provide maintenance parts for the ground comprehensive excavator. Jialing Industry and Trade should contact the manufacturer to solve the problem in a timely manner. 3. Strengthen the engineering quality of the mining face, adjust the spacing between the mining face supports, ensure the flatness of the mining face slider, and lay a foundation for safe production. 4. The work reporting procedures for personnel at all levels should be executed in accordance with the documents. 5. Carefully organize production, control gangue, and improve the recovery rate of clean coal, especially when passing through geological structural zones, it is necessary to control the mining height. If rework is caused due to construction quality, the mining team shall be held responsible.

7、 Chief Financial Officer Peng Xianglai reported on the operating situation and the use of funds of the company in January 2021. Requirement: 1. Strengthen coal quality management and improve the recovery rate of clean coal. 2. The assessment of each department should be fulfilled in the current month, and the details of rewards and punishments should be reported to the company's finance department in a timely manner. 3. The funding required for large-scale equipment and ground engineering in various mines in 2021 should be reported to the company in advance to facilitate the company's rational allocation of funds. 4. Carry out ideological work for employees, establish confidence, and show everyone the development potential of Zisenyuan Group Company, so that everyone can enhance their understanding of the company's future development. 5. Strengthen on-site supervision of various business departments and improve work standards. 6. Strengthen the management of dispatch and monitoring personnel, do a good job in video surveillance, and strengthen the registration of entry and exit personnel. 9. Technicians from each mine must provide a cross-sectional view of the mining face in advance to facilitate support and management during the mining process. Information collection should be reported in a timely manner. 10. The installation of Honghui Coal Washing Plant must strictly follow the time and schedule, and the installation of equipment and cables must be done with a clear understanding. 11. Do a good job in the management of pyrotechnic devices. Each mine should strictly implement the system and measures for the use of pyrotechnic devices, strengthen the registration of entry and underground use, and enhance the safety management of pyrotechnic device transportation. 12. Strengthen the training of personnel in special occupations and strictly prohibit unlicensed employment.

10、 Vice Chairman and Director of the Supervisory Commission, Gao Yongxiong, put forward the following requirements: 1. Currently, the whole country attaches great importance to the accountability of gas and carbon monoxide exceeding limits. There are still shortcomings in the publicity and implementation of each mine. Each mine should seriously study how to solve the problem of "one communication and three prevention", change their thinking, refine new ideas into their work, and promote the company to enter a virtuous cycle of development through everyone's efforts. 2. Strengthening business management, the company has fully entered the target assessment this year. Each mine should study the company's documents carefully, fully understand the spirit of the documents, and ensure the normal operation of business management work. 3. Recently, the company's supervisory committee mainly monitored the implementation of various systems and violations of rules and regulations. According to the current situation of the company, the work needs to be subject to reverse supervision, and the problems identified during the inspection should be checked for system, implementation, and accountability. Any reports of violations must be investigated and strictly kept confidential. 4. Each unit should conscientiously implement the spirit of the meeting according to the requirements of the company today, promptly convene meetings of their own units, and make detailed arrangements for various tasks in March.

The construction of Honghui Coal Washing Plant must be strictly carried out in accordance with the company's arrangements. If there is a delay, relevant personnel must be dealt with, and the construction period cannot be delayed again and again. 5. The mine managers of each mine should improve their management and governance abilities to ensure the smooth progress of all work. 6. Seriously implement cost control and ensure strict management. 7. The entire safety production and underground engineering of the company are the responsibility of General Manager Li Wen. Vice Chairman Gao Yongxiong (also serving as the Director of the Supervisory Commission) is responsible for internal and external coordination. Recently, General Manager Gao has coordinated and coordinated the issue of gangue stacking at Honghui Coal Mine. 8.
