Before the safety production work meeting, the attendees were first organized to receive safety warning education and training. They watched the "Warning Education Video on Major Gas Explosion Accidents at Ermugou Coal Industry Company of Pingyao Fengyan Coal and Coke Group in Jinzhong City, Shanxi Province".

Each unit reported on the safety production, quality standardization, business situation, and deficiencies in their work in March, raised issues that need to be addressed to the company, and arranged the work plan for April.

4、 Each production department of the company reported their respective areas of responsibility for the work in March and proposed their work priorities for April.

5、 Bao Jiming, Deputy General Manager of Tongfang, proposed that: 1. Zhongheng Coal Mine should streamline the ventilation system, accelerate the progress of the 12301 ventilation system, and ensure timely completion; Honghui Coal Mine will focus on the work of 20301 Transportation Lane and 20302 Connection Lane; Mangyuan Coal Mine also needs to consider further streamlining the ventilation system; The progress of the cutting of the return airway in Yangchangpo well area needs to be accelerated. We should attach great importance to the work of gas control and management, strengthen the management of the rainy season power supply system, enhance the inspection of ground lines, and prevent gas exceeding the limit caused by power outages. 3. Strengthen the management of monitoring systems in various mines to prevent false alarms from the probes. 4. The work of key areas in each mine shall be carried out according to the formulated plan. 5. All staff members of each unit should study laws and regulations carefully, effectively avoid risks, and ensure safe production. 6. For the application of technology and energy projects, it is necessary to do a good job of tracking, collect complete information, and arrange personnel specifically for each mine. The company is led by me, and Minister Ren Feng of the Communication and Defense Department is responsible for supervising.

6、 Chief Engineer Zhu Zengxiao put forward the following requirements: 1. Seriously implement the requirements of the "Panzhou City Coal Mine Gas Prevention and Control Outburst Special Rectification Work Conference" on March 27th, and do a good job in all aspects of our company's gas prevention and control work. 2. Strengthen the management of mining faces passing through geological structural zones, and timely follow up on special measures for passing through geological structural zones. Each mine should conscientiously implement roof management work. 3. Further standardize the construction design of drilling, strictly follow the design for construction, and arrange technicians to accompany and guide key areas. Each mine should attach great importance to filling out drilling receipts. 4. Efforts will be made to implement the "three prevention measures during the rainy season". The company issued relevant documents in March, and all mines must strictly follow the requirements of the documents. The Geological Survey Department will supervise the implementation of the work. Each unit should combine the treatment of ground culverts with weather conditions. 5. The preparation work for the completion acceptance of Yangchangpojing area must ensure that all documents are complete. Honghui Second Mining District should also do a good job in this work. 6. Provide technical guidance and services effectively. The comprehensive excavation working face should be separately mapped to facilitate real-time monitoring of the progress of upper and lower roadway excavation and geological conditions. The profile and sketch maps should be well done, and the geological survey department should supervise this work. 7. The opening of the excavation face has the problem of cross ventilation, and the ventilation department, production department, and each mine should carefully study it.

7、 Vice General Manager of Production Shi Minghua reported on the production situation of the company and various mines in March, and issued a production plan for April. We have provided answers to the questions raised by various units. The following requirements are proposed: 1. The entire company should do a good job in coal quality management. Zhongheng Coal Mine cannot cut the roof or floor; Strengthen the coal quality management of top coal caving; Reduce the mining height as soon as possible and minimize the amount of gangue in the 1700 mining face; Strengthen the work of packaging and transportation. 2. Strengthen the management of the roof. If there is a roof fracture during mining and excavation, it is not allowed to enter the coal wall at will; Excavation operations are strictly prohibited from crossing the roof; Strengthen the inspection work of tunnels. 3. Strengthen the inspection of high-voltage power lines on the ground in each mine, timely discover and deal with hidden dangers. 4. Strengthen the collection and organization of geological data. 5. Zhongheng Coal Mine accelerates the preliminary preparation work for the installation of the 11204 mining face. 6. The construction project of Jinhe Coal Mine needs to raise requirements and strictly organize all work in accordance with the requirements of "one regulation, two detailed rules, safety and quality standardization system and related documents".

8、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, put forward the following requirements: 1. Strengthen the various tasks of the Human Resources Department, gradually streamline the personnel management system, establish a personnel management system and basic data, and gradually improve the evaluation system. 2. Internal financing has achieved good results, and all units have done a good job in publicity. The company's internal financing continues. 3. All units should coordinate their work and ensure the supply of urgently needed equipment and materials.

Strengthen the study of the Party's various policies and professional knowledge, continuously improve the level of political theory, implement business work in accordance with policy regulations, and promote the overall development of the company's work. 2. Strengthen the professional training of employees and continuously improve their overall quality and professional skills. Strengthen on-site management, reduce the occurrence of work-related accidents, handle work-related injuries in detail, effectively safeguard the health rights and interests of employees, and reduce costs by reducing work-related injuries. 4. Each mine should carefully check and review the recruitment process, and it is strictly prohibited to engage in impersonation. 5. Do a good job in the annual inspection of disabled persons. The annual inspection of disabled persons' employment will be conducted in April. The inspection documents have been issued and all units will implement them according to the requirements of the documents. And submit the relevant materials to the company's labor union before April 8th. 6. Strengthen the epidemic prevention and control of COVID-19, comprehensively check the personnel coming from Ruili, Yunnan on March 14 according to the requirements of Panzhou Epidemic Prevention Office, and strengthen the daily personnel management.

10、 General Manager Li Wen proposed work requirements and arrangements from the following aspects: 1. Safety work. At present, the security situation is severe from the national level to Guizhou Province. The national, provincial, and municipal levels have successively held security meetings to implement security responsibilities at all levels. Our company's safety situation is equally severe, and gas control has seriously affected and constrained production. Our company currently has the following situation: 1. There is a lot of miscellaneous coal in production, poor coal quality, and inadequate investigation and control of hidden dangers. 2. There is still a lack of strictness and meticulousness in work, inadequate training for employees, and inadequate safety awareness. 3. The quality of employees varies greatly, and some managers have mismatched positions. 4. The foundation of the tunnel is weak, the pressure is high, the ventilation is poor, and there are problems with the system. 5. There are problems with advanced preparation, and the ability to resist disasters is relatively weak. 6. Management personnel are ambiguous and indecisive when dealing with the relationship between safety and production. For this reason, all management personnel and employees should face the problem directly, actively solve the problem, and create conditions for production. 2、 In terms of safety tips. 1. In the face of the passive situation of the company, we should approach the problem with a positive attitude, firmly grasp the gas control, implement measures and manage the site in a coordinated manner, take practical and feasible measures, build confidence, and resolutely ensure safety production. 2. According to the arrangements of the deputy general managers and various departments, each mine should combine its own safety management priorities and conscientiously carry out safety management work. 3. The wellhead of each mine should strengthen the dust cleaning work of the air inlet. 4. Strengthen the management of blasting operations. 5. Arrange special inspections for electrical appliances to prevent explosions. 6. Strengthen the inspection of ground power lines, cut down trees with hidden dangers, and prevent short circuits caused by strong winds. Each mine should have an emergency plan. 7. When encountering situations such as broken roof and passing through geological structural zones in various mines, it is necessary to strengthen support. 8. Strengthen the quality management of excavation, do a good job in addressing the issue of knocking on the country, explore before excavating, and ensure that any doubts are investigated. 9. Strengthen the inspection of strong belts to prevent belt breakage and running. 3、 Resolutely oppose the three violations. Strengthen the investigation of hidden dangers, and do not tolerate or be lenient towards all types of hidden dangers. When dealing with safety and production efficiency, management personnel must have a resolute attitude, not deviate from the norm, and make way for safety in everything. Safety management must be strict, meticulous, and practical. 4、 The three prevention measures during the rainy season shall be strictly implemented in accordance with the company's document requirements, and preparations for power supply, water pumps, water tanks, ditches, and flood control materials shall be made. 5、 According to the document arrangement of the Energy Bureau of Panzhou City, carefully study and do a good job in excavation reward and subsidy work. 6、 Prepare the company's safety permit in advance. 7、 Strictly implement the company's meeting system and maintain strict meeting discipline.
