On April 10th, Li Wen, the General Manager of the company, organized a special meeting on the "One Communication and Three Prevention" work for the second quarter of 2021 in the conference room on the seventh floor of the company. The meeting was attended by Vice Chairman Gao Yongxiong, Chief Engineer Zhu Zengxiao, Deputy General Managers Shi Minghua, Zhao Xingben, Bao Jiming, and Chen Hua, as well as the heads of the Communication and Prevention Department, Production Department, Geological Survey Department, Mechanical and Electrical Department, and Safety Supervision Department of the company.

The coal mine managers of the company summarized the progress of the "One Communication and Three Prevention" work in the first quarter of 2021, and reported on the existing problems and work plans of the "One Communication and Three Prevention" work in the second quarter of 2021 and the recent period.

Each department of the company has issued a notice and made work requirements regarding the problems in the "one communication and three prevention" work of various coal mines and well areas.

On April 10th, the company held a production and operation analysis meeting for March in the conference room on the seventh floor. Members of the company's leadership team, heads of the company's safety supervision department, production department, geological survey department, mechanical and electrical department, communication and defense department, and supply and marketing department, as well as coal mine managers, deputy safety managers, deputy mechanical and electrical managers, director of the operation office, person in charge of Zhongheng Coal Preparation Plant, and person in charge of Jialing Industry and Trade attended the meeting. The meeting was chaired by Chen Hua, the director of the company's management office.

The mine managers and business office directors of the company gave speeches on the production and operation situation of their respective units in March.

The company held a mobilization meeting for the special rectification of coal mine gas outburst prevention and control issues

The General Manager of the company, Li Wen, organized the study of documents such as the "Notice of the General Office of the Communist Party of China Guizhou Provincial Committee and the General Office of the Guizhou Provincial People's Government on Carrying out the Rectification of Prominent Safety Production Issues in Key Industry Fields" (Qianban Power Generation [2021] No. 15), the "Work Plan for the Hundred Day Campaign to Rectify Prominent Safety Production Issues in Coal Mines in Panzhou City" (Panzhou Energy Tong Zi [2021] No. 35), and the Notice of the Panzhou Energy Bureau on Issuing the "Special Rectification Work Plan for Gas Prevention and Control Prominent Issues in Coal Mines in Panzhou City" (Panzhou Energy Tong Zi [2021] No. 40).

General Manager Li Wen of the company requested that: 1. The company and each coal mine must immediately prepare the "Special Rectification Plan for Coal Mine Gas Prevention and Control Outburst Problems" based on the actual situation, and strictly implement it.

2. Before April 30, 2021, all coal mines must complete the inspection of the accuracy of gas extraction systems, gas extraction measuring devices, and monitoring systems, and establish a problem and hidden danger ledger for future reference.

3. Each coal mine must further improve its system, refine responsibilities, clarify deadlines, and regularly update the completion status of work. The mine manager and chief engineer of each coal mine should timely schedule the progress of work, strengthen the implementation of measures, and assess accountability. 4. Each coal mine manager and chief engineer must organize personnel to carry out special rectification based on the established problem and hidden danger ledger, and the rectification work must be completed before November 30, 2021. 5. When the company's safety supervision department, communication and prevention department, production department and other departments conduct safety inspections at coal mines, they focus on the special rectification work of preventing and controlling gas outbursts in coal mines. 6. Zhongheng Coal Mine, Mangyuan Coal Mine, and Honghui Coal Mine actively carry out gas power generation work, improve and stabilize gas extraction concentration, timely adjust the efficiency of gas generator units, and operate normally. 7. Each coal mine must prepare a monthly summary of the special rectification work for gas outburst prevention and control in coal mines, and report it to the company's communication and prevention department for filing. 8. During the period from December 1, 2021 to December 31, 2021, the company and each coal mine conducted a "look back" by comparing the task ledger and the list of problem measures, timely checking and filling in gaps, analyzing the difficulties and deficiencies in the special rectification work, seeking improvement methods, and ensuring implementation. At the same time, they summarized the typical experiences and practices obtained during the rectification process to consolidate the results. The company conducts inspections on the "look back" work of various coal mines, and will hold relevant personnel responsible for coal mines where the special rectification work is not thoroughly carried out and the rectification effect is not obvious. 9. Widely promote and mobilize within the company and coal mine, using banners and scrolling electronic screens to create a favorable atmosphere for the special rectification work.
