On April 28th, members of the company's organizational team, heads of various production departments, mine managers, and deputy mine managers learned and conveyed the spirit of superior safety instructions. The meeting was chaired by Zhao Xingben, the company's deputy general manager of safety.

He put forward the following requirements: 1. Each mine and coal washing plant should study and convey the spirit of the document seriously, and coal mines and teams should study accident cases seriously. 2. Each coal mine should conduct a thorough self-examination and self correction, and report the results of the major investigation to the company's safety supervision department before May 5th. 3. Strengthen the overall management and command of safety work. 4. Each mine manager and chief engineer shall conduct a thorough safety risk assessment of the existing problems and be fully aware of the safety work of their respective units. 5. Seriously implement on-site safety management of the team, achieve intrinsic safety, and fulfill the responsibility of the management system. 6. Strictly follow the regulations and measures for construction, ensuring the safety and reliability of the measures and guidance.

The group company held a safety production work meeting——Summarize April 2021 and arrange safety production for May 2021

1、 Before the safety production work meeting, the attendees were first organized to receive safety warning education and training, and watched the warning video "8.6 Major Coal and Gas Outburst Accident at Zimuga Coal Mine in Panzhou City, Guizhou Province".

2、 The Safety Supervision Department reported on the safety inspection, hidden danger investigation, impact of mechanical and electrical transportation, and work-related injury situation in April, and summarized the problems existing in safety work. Arrangements have been made for safety supervision and inspection work in May.

3、 Each unit reported on the safety production, quality standardization, business situation, and deficiencies in their work in April, raised issues that need to be addressed to the company, and made plans and arrangements for the work in May.

4、 Chairman Fan Pengfei put forward the following requirements: 1. We need to do a good job in advance of the "three prevention measures during the rainy season". 2. Serious attention should be paid to gas control work, with effective management and on-site management. Especially in May, the relevant higher-level departments of Zhongheng Coal Mine will come to inspect, and all departments and mines of the company should do a good job of self-examination and self correction in advance. 3. Recently, some individuals have shown a lazy work attitude and lack of responsibility. All units should educate their employees, build confidence in the company's development, and strive to do their job well. 4. Each mine should carry out positive publicity and establish a good image for the company. 5. We will make every effort to ensure the safety production of coal mines, and strive to find ways to do various work well. Managers at all levels should focus their energy on their work. 6. The high concentration gas power generation work in Mangyuan Coal Mine needs to be well coordinated, and other coal mines should also focus on gas power generation work.

5、 Zhao Xingben, Deputy General Manager of Safety, summarized and reviewed the safety work of the company in April. Propose safety work requirements for May: 1. The number of work-related injuries will decrease even more than in April, and increase wage income by reducing work-related injuries. Conduct targeted safety education and training, and focus on team building. 2. Carry out inspections of key areas for safety production, and have zero tolerance for safety hazards. Management personnel at all levels should consider problems from the same perspective. 3. Strengthen the assessment and evaluation of leaders in charge at all levels, and invite the company's supervisory committee to work together to promote the improvement of the quality of management personnel at all levels and enhance their sense of responsibility. 4. The work of each mine: (1) The preparation work for the inspection of Zhongheng Coal Mine, including prominent system problems, gas control, roof problems, and safety work for working face debugging, should be carefully carried out. (2) Honghui Coal Mine strengthens the training and education of the team members of the comprehensive excavation head in the 2nd mining area, standardizes the safe use of comprehensive excavation machines, and pays attention to underground drainage. (3) Mangyuan Coal Mine needs to do a good job in draining water from the 1390 mining face and controlling gas. (4) Yangchangpojing District should do a good job in personnel ideological work, provide positive education, and build confidence. 5. Ensure the safety of cables entering the mine and carry out leak prevention and explosion prevention measures. 6. Monitoring, surveillance, and "two lock-in" work should be highly valued.

6、 Bao Jiming, Deputy General Manager of Tongfang, pointed out that in April, Zhongheng Coal Mine was shut down due to inadequate gas control at the 135-101 mining face, resulting in passive production and affecting the company's efficiency. With the integration of 115-101, the corresponding problems have been solved. We must be diligent and responsible in our epidemic prevention work, laying a solid foundation for safe production. 2. The high concentration gas power generation of Mangyuan Coal Mine must be carefully implemented from a political perspective, and the power generation must be completed within one month. 3. The inspection of the ambulance team by the higher authorities should be advanced this year, and this year's inspection will be stricter and more detailed. The ambulance team is required to strengthen training and prepare for the inspection. 4. To carry out intelligent acceptance of safety monitoring, surveillance, and auxiliary systems, it is necessary to correctly identify problems that arise during external inspections. 5. Align the relationship between safety and production, produce under safe conditions, focus on production under normal conditions, and create conditions to focus on production.

7、 Vice General Manager of Production Shi Minghua reported on the production situation of the company and various mines in April, requiring each mine to implement the production plan for May based on the actual situation. And put forward the following requirements: 1. To transform traditional thinking, planned and necessary equipment must be used. Currently, the equipment that coal mines need to enter is developing towards intelligence and mechanization, and the use of intelligent and mechanized equipment must be further promoted. 2. Seriously organize and ensure construction quality, and use construction quality to guarantee safety. Each mine should carefully study the requirements of the safety and quality standardization system, and the arranged work should be tracked and implemented; 3. Managers at all levels and employees should strengthen their learning, enhance their own qualities and work abilities. 4. The rainy season is approaching, and each mine needs to conduct a special inspection for roof management, requiring no blind spots to be left and a comprehensive inspection to be carried out. 5. Carefully organize production, manage the roof well, and prevent deviation and roof leakage. The production department shall conduct at least 3 inspections per month for the intermediate mining face to facilitate the verification of production volume. 6. The maintenance of the belt roadway in Honghui Coal Mine needs to be carried out urgently to ensure the normal operation of the belt. 7. The sheep farm slope well area needs to do a good job in 1309 mining face and water discharge. 8. The acceptance work of Yangchangpojing area should not only be actively coordinated by the company, but also ensure the implementation of relevant work. 9. The approval of production materials must be strictly monitored.

8、 Finance Director Peng Xianglai proposed the following requirements: 1. All units should strengthen communication, conscientiously supply and put into use equipment. 2. The first quarter has passed and entered the quarterly assessment. The rewards and punishments for various indicators will be submitted to the finance department in written form by each department of the company, and the finance department will verify and fulfill them in a timely manner. 3. The social security work is gradually improving, and has been carried out in various coal mines since April, while government departments will gradually carry out it in May. 4. The establishment and operation of the personnel system have gradually improved, and the personnel management documents were issued on April 27th. All units should carefully study the spirit of the documents. 5. We need to unify our thinking, unify our understanding in various aspects such as safety, operation, and production, maintain the spirit of unity and cooperation, and form a cooperation system with the leadership team as the core.

9、 Li Qunduo, Secretary of the Party Committee and Chairman of the Trade Union, put forward the following requirements: 1. Strengthen employee education and training, improve employee quality, ensure the stability of the workforce, do a good job in employee ideological work, take the company's social security payment as an opportunity, conscientiously promote, and enhance the cohesion and centripetal force of the enterprise. 2. Before paying the three insurances each month, all units must carefully check the number of employees on duty to prevent errors. 3. Each mining union should carefully verify and record any issues that arise during the process of paying the three insurances, and promptly provide feedback to the mine and the company. 4. To strengthen political theory learning and further understand and study party history, the company will hold a party history knowledge competition during the "July 1st" period, requiring all party branches to organize party members and active members to actively participate. 5. Strengthen the sense of responsibility, enhance the construction of the leadership team, actively provide suggestions and advice for the development of the company, and seek governance in their positions. 6. The whole company should achieve: work on schedule, implement regulations, and manage people and affairs with regulations. 7. According to national policy requirements, we must strictly adhere to safety production, and the company must achieve strong internal quality and external image. 8. Fully mobilize the enthusiasm and initiative of the vast number of employees to participate in democratic management and supervision of safety production, and require all units to conscientiously carry out this activity in accordance with the requirements of the "Notice on Carrying out the Activity of 'Investigating Hidden Hazards, Preventing Accidents, Ensuring Safety - Searching for Safety Hazards Around Us'" (Panzhou Gongfa (2021) No. 7) issued by the Panzhou Federation of Trade Unions.

10、 General Manager Li Wen proposed the following requirements: 1. The company office should handle safety documents issued by superiors and the company seriously. Strictly enforce meeting discipline, and implement a roll call system for future safety production meetings. The company office should prepare corresponding meeting minutes, and the safety supervision department should prepare meeting minutes. 2. We must carefully grasp the recent security issues and exposed problems across the country, draw lessons from them, and learn from them. Participants should make good records when attending the meeting. 3. After the safety meeting held in Panzhou City, the spirit of the meeting and the safety requirements of Panzhou Municipal Party Secretary Fu Guoxiang and Mayor Xiao Ming should be implemented in a timely manner, and awareness should be raised to realize that after a safety accident occurs, it will be seriously affected from the perspectives of politics, future, and economy. 4. We must calm down, take serious measures, and comprehensively ensure safety production, so as to investigate major hidden dangers, mitigate major risks, and prevent major accidents. We must pay attention to the "one communication, three prevention" measures to ensure the transportation of machinery and electricity. 5. Each coal mine will carefully sort out and rectify the problems identified by the national bureau in comparison to other units, based on their own actual situation. According to General Secretary Xi Jinping's important discourse on safety production, compare and implement it. The requirements for this inspection are very strict and detailed. The company, the vice president of the mine, and relevant personnel should timely understand and master the relevant knowledge. 5. The equipment and accessories required for monitoring and surveillance should be in place in a timely manner. 6. Managers at all levels should have a clear understanding of various rules, regulations, and industry standards, and be aware of the issues raised during inspections by higher-level departments. 7. Ensure the implementation of the system. Implement the system of standing guard and intercepting personnel, stopping power transmission, and pumping water to improve transportation. 8. Implement responsibility, achieve one level of management, layer by layer inspection, layer by layer responsibility, implement safety production responsibility system and job responsibility system. 9. Establish a good image of the company, strengthen communication among colleagues, effectively fulfill their respective responsibilities, and strive for collective honor and the development of the company. 10. We need to have a pioneering and innovative mindset, and improve the quality of equipment, systems, and personnel. In work, one should have dialectical thinking, follow the objective laws of things, and approach problems dialectically.
