On May 28th, Guizhou Zisenyuan Group Investment Co., Ltd. held a safety production work meeting in the conference room on the seventh floor of the company. The attendees of the meeting included Chairman Fan Pengfei, members of the company's leadership team, the company's party committee, labor union, and heads of various departments, coal mine managers, chief engineers, labor union chairpersons, as well as heads of Zhongheng Coal Washing Plant, Honghui Coal Washing Plant, Jialing Industry and Trade, and rescue teams. The meeting was chaired by Deputy General Manager of Safety Zhao Xingben.

Before the safety production work meeting, the attendees were first organized to receive safety warning education and training. They watched three safety education warning videos: "11.29 Major Permeation Accident Warning Video of Yuanshan Coal Mine in Leiyang City, Hunan", "1.10 Major Explosion Accident Warning Video of Hushan Gold Mine in Qixia City, Shandong", and "9.27 Major Fire Accident Warning Video of Songzao Coal Mine in Nengtou, Chongqing". After watching these three safety accident warning videos, Zhao Xingben, the Deputy General Manager of Safety, summarized the accidents in the videos. He said that the fundamental reasons for these accidents were all caused by illegal and irregular operations, as well as inadequate safety management work, especially on-site safety management work and weak safety awareness. He requested that all units and departments of the company carefully organize the study of these three safety education warning videos, learn from the lessons of the accidents, combine their own situation, do a good job in hidden danger investigation, and avoid similar accidents from happening again.

Each unit reported on their safety production, quality standardization, business situation, and deficiencies in their work for May, raised issues that need to be addressed to the company, and planned and arranged their work for June.

The head of the company's safety supervision department, Qu Jiabi, reported on the company's safety situation in May, the inspection and supervision of hidden dangers, and the review of hidden danger rectification, and arranged the safety work priorities for June. Require all units and mines to carefully organize and study the content of the three safety education warning films, improve safety awareness, and reduce the occurrence of accidents.

Zhao Xingben, Deputy General Manager of Safety, reported on the safety situation from January to May. He analyzed the situation of work-related injuries and said that there has been a significant decrease compared to the same period last year. Although the number of work-related injuries has decreased compared to last year, the safety work is still not solid enough. Safety requires everyone to work together, learn from work-related accidents, summarize experience, and improve the identification of safety risks. The issue of gas exceeding the limit and the problems existing in safety management should be given special attention, and Zhongheng Coal Mine should focus on strengthening the assessment of safety.

The following requirements are proposed for safety work in June: 1. Zhongheng Coal Mine should learn from the work-related accidents that occurred in May, conscientiously implement the main responsibility for safety, and effectively promote safety production. 2. Each coal mine should carefully investigate safety hazards, improve the identification of safety risks, take measures, and do a good job in safety prevention and control. 3. Accurate implementation of policies to improve the team's ability to identify hidden dangers, resist risks, and organize production. 4. Strengthen the leadership's awareness and ability of safety subject responsibility. 5. The key points of safety work in each mine are: (1) Zhongheng Coal Mine should focus on gas control work; Strengthen the organization of safety production; Strengthen production control of 1204 mining face; Strengthen team building. (2) The Yangchangpo well area should prepare for the acceptance inspection, and all necessary documents should be prepared. (3) Honghui Coal Mine should do a good job in lightning protection during the rainy season. (4) Mangyuan Coal Mine focuses on the prevention and control of harmful gases in the 1304 track roadway and 1309; 10303 excavation anti outburst work. (5) Honghui Coal Washing Plant should strengthen the management and training of new employees and provide on-site guidance. (6) Require all units to enhance their understanding of safety production quality standards and make every effort to carry out quality standardization work.

Bao Jiming, Deputy General Manager of Tongfang, put forward the following requirements: 1. Strengthen on-site gas control, attach great importance to gas control work, and view gas control issues from a political perspective. Strengthen the inspection of tunnels with large deformations and pressures. Carry out gas detection at locations such as coal bunker entrances and exits, connecting alleys, water storage tanks, and substations. 2. Intensify efforts in lane maintenance, establish a reliable ventilation system, and prevent gas exceeding limits caused by small cross-sections. 3. Ventilation facilities and equipment should be firm and reliable. 4. Strengthen the maintenance and inspection of monitoring and surveillance systems to prevent false alarms. Each mine should first test the probes on the ground to ensure they are qualified before entering the well for use. 5. Strengthen probe detection in communication lanes, return air lanes, and areas with fewer personnel. 6. Pay attention to the use of high-power drilling rigs and improve the pumping effect. 7. Properly allocate directional drilling rigs within the company. The drilling rig allocated from Honghui Coal Mine to Mangyuan Coal Mine has not been transferred yet, and it should be implemented as soon as possible. 8. It is strictly prohibited to use fire underground. In special locations where fire is required (such as excavation heads and return airways), the mine manager or chief engineer must be present on site to guide and supervise its use. 9. Apply for reward and subsidy funds effectively.

Chief Engineer Zhu Zengxiao conveyed the situation and spirit of the meeting held in Panzhou City on May 27, 2021, and conveyed the three requirements of Mayor Xiaolin's speech. It is required to conscientiously carry out the three prevention measures during the rainy season and flood season.

He made the following work arrangements: 1. The mining and excavation continuation work of each mine should be reorganized and adjusted according to the actual situation of the next step (within a one-year period), and reported to the company before June 7th. 2. Persistently carry out the work of exploration before excavation, and each mine must strictly follow the document issued by the company (Notice on Issuing the Management Measures for Exploration before Excavation of Guizhou Zisenyuan Group Investment Co., Ltd.) (2021) No. 29. 3. Pay attention to the inspection of tunnels, prevent roof leakage and collapse, and prevent wind blockage in tunnels. 4. Anchor net support shall be strictly implemented in accordance with regulations and measures, and the management of the roof shall not be relaxed. The trial jump of gas probes should be clearly marked and training should be strengthened. 5. Strengthen dust prevention management and carry out dust cleaning and prevention work.

7、 Vice General Manager of Production Shi Minghua reported on the production status of various mines in the company and arranged the production plan for June. He put forward the following requirements: 1. Strengthen the management of water release from the 11224 mining face in the Yangchangpo well area. Prepare for acceptance, organize inspections based on the acceptance checklist, and promptly supplement any missing items. The acceptance will be conducted in mid June. 2. Carefully organize the excavation work of the upper and lower tunnels of the 20301 mining face in Honghui Coal Mine, and strengthen the management of the roof. 3. Mangyuan Coal Mine strengthens the roof management of the old goaf, attaches great importance to carbon monoxide concentration and water control work. 4. The protective facilities of the 11204 mining face in Zhongheng Coal Mine need to be supplemented, and attention should be paid to the injury caused by gangue during equipment debugging; Carry out the work of 115-101 mining face and take corresponding measures to ensure the normal progress of mining face.

8、 Chairman Fan Pengfei has put forward the following requirements: 1. Safety should be highly valued. According to the content of the warning education film, we should learn to draw lessons from it and prevent similar accidents from occurring in our company. 2. Yangchangpojing District will be inspected in June, led and coordinated by the Vice Chairman of the company, Gao Yongxiong. 3. The safety work of Mangyuan Coal Mine should be highly valued, and the causes of the accidents that occurred in May should be carefully analyzed to reduce the occurrence of accidents. At the same time, strict requirements are imposed to ensure the progress of excavation. 4. Honghui Coal Mine did a good job in safety work in May, with zero work-related injuries. According to the company's reward system, rewards will be given, and at the same time, production should be carried out well. 5. There are many problems in Zhongheng Coal Mine, including the inability to achieve results in production and numerous safety hazards. The company has organized a special team to monitor Zhongheng Coal Mine for a week, and has developed a plan for safety inspection and production management. The following requirements are proposed for the implementation of the system: 1. Strengthen employee training, highlight professional skills training, improve work ability, and reduce the occurrence of work-related accidents. 4. The registered employees of each mine must be cleared before the 20th of each month, and statistics must be made and verified clearly. After purchasing the three insurances, any problems that arise should be promptly understood and reported, so that company leaders can discuss practical and feasible solutions to the problems. 5. As the rainy season approaches, take risk prevention measures during the rainy season. 6. While ensuring the standardization of underground quality, we should also focus on the environmental construction on the ground. 7. Strengthen publicity work, submit the articles written by each mine to the company, and the company will submit them to the outside world in a unified manner. 8. During the period of July 1st, the company's party committee will carry out a series of activities to celebrate the 100th anniversary of the founding of the party. The company should seize the development opportunities and actively promote safety production. 2. In terms of personnel management. The personnel system has been gradually established, and the system is being improved and the organizational structure is being streamlined. The management plan will be gradually improved in the second half of the year. 3. The social security of each mine has been fully purchased since May, and the problems reflected by the purchase of social security for other personnel have gradually been resolved since June. 4. The salary plan for the five positions of mine manager has been in operation for 5 months, and a more detailed and accurate salary assessment plan will be implemented starting from June. At the same time, gradually streamline the salary distribution plan for staff at all levels. 5. Personnel at all levels should highlight their professional management skills and do their respective tasks well.

The company has issued the Notice on the Issuance of the "Construction Project Management Measures" (2021) No. 33 document, requiring all units to strictly implement the document. 2. I will take the lead in verifying the excavation footage of Zhongheng Coal Mine, with the participation of Chief Engineer Zhu Zengxiao and the Production Department.

13、 General Manager Li Wen first conveyed the spirit of the speech made by Huang Yuzhi, Secretary of the Party Group and Director of the National Mining Safety Supervision Bureau, at the national mining accident warning education video conference on May 26, requiring all units to organize learning and training seriously and implement them. He proposed that currently, the National Security Commission is conducting open and covert inspections of coal mines across the country. Personnel at all levels must carefully grasp the various policies and work responsibilities of the Party and the state, and have a thorough understanding of the work.

He put forward the following requirements: 1. Jialing Industry and Trade should urgently implement the belt and slider equipment that need to be solved in the installation work of the belt in Honghui Coal Mine's 2nd mining area. 2. The gas pump in the second mining area of Honghui Coal Mine should be put into use in a timely manner. 3. The company leaders should conscientiously implement the work arrangements of each unit. 4. Prepare for the June Safety Production Month activity. The safety supervision department should prepare a plan to ensure its formulation and implementation. 5. Three prevention measures during the rainy season. Each unit shall conduct careful inspections underground and on the ground to prevent the occurrence of special situations. The water release work in Yangchangpo well area should be given special attention. 6. Each unit should implement its responsibilities effectively. Strengthen gas control; Strengthen the management of the roof of the mining face and build double row support sheds for the upper and lower lanes of the mining face; Strengthen the management of the upper and lower exits of the mining area; When structures appear on the mining surface, it is even more important to strengthen management; The inspection of tunnels should be carried out by specific responsible persons. 7. The safety mine manager should strengthen self-examination and increase efforts to identify and rectify hidden dangers. 8. Zhongheng Coal Mine needs to strengthen drilling work and effectively carry out gas control. 9. Seriously implement the "three prevention measures during the rainy season" in all units.
