On June 28th, Guizhou Zisenyuan Group Investment Co., Ltd. held a safety production work meeting in the conference room on the seventh floor of the company. The attendees of the meeting included Chairman Fan Pengfei, members of the company's leadership team, the company's party committee, labor union, and heads of various departments, coal mine managers, chief engineers, labor union chairpersons, as well as heads of Zhongheng Coal Washing Plant, Honghui Coal Washing Plant, Jialing Industry and Trade, and rescue teams. The meeting was chaired by Deputy General Manager of Safety Zhao Xingben.

Before the safety production work meeting, the attendees were first organized to receive safety warning education and training. They watched two safety education warning videos: "Warning Video of the '1.10' Major Explosion Accident at Hushan Gold Mine in Qixia City, Shandong Province" and "Warning Education Video of the '11.27' Major Gas Explosion Accident at Songlin Coal Mine in Songhe Township, Pan County, Liupanshui City".

Each unit reported on their safety production, quality standardization, business situation, and shortcomings in their work for June, raised issues that need to be addressed to the company, and planned and arranged their work for July.

Qu Jiabi, the head of the company's safety supervision department, reported on the company's safety production work, safety production inspections, and daily safety hazard investigations from January to June. The safety work priorities for July have been arranged.

Zhao Xingben, Deputy General Manager of Safety, summarized the safety work situation of each unit in June and the work that needs to be rectified. Regarding the safety production in July, he put forward the following requirements: 1. The number of work-related accidents in June decreased year-on-year, and the safety production work has achieved significant results, but we still need to continue to work hard to meet the targets set at the beginning of the year. 2. The safety production labor organization should achieve the principle of one post, one responsibility, and the same post, one responsibility, to alleviate passive situations in work. 3. Efforts should be made in management to address the issue of gas over limit false alarms. 4. In the second half of the year, we will implement four "zero" indicators: zero gas exceedance, zero carbon monoxide exceedance, zero mining outburst, and zero coal spontaneous combustion. 5. There are problems with precise implementation of policies, such as inadequate safety education and training during pre shift meetings, and failure to strictly implement safety measures. These are the main reasons for work-related injuries. If safety management work cannot be "hard", safety will be in a passive position. Therefore, it is necessary to do a good job in "advance planning" for safety management, solidly carry out the three-year tough work and gas control work.

He put forward the following requirements for safety production work in the second half of the year: 1. The work-related injury index should decrease by 10% compared to the first half of the year; 2. Strengthen technical training, especially safety training for teams; 3. Strengthen safety positions and job responsibilities; 4. Strengthen the emergency duty work of coal mine safety production; 5. Each unit should carry out self-examination and self correction at a deep level based on its own situation, and safety risk control should be arranged according to the plan; 6. The special action for gas control safety, based on the work plan and regulations, has formulated a medium - to long-term control plan; 7. Strengthen the dual responsibility of one position, manage production with safety in mind, and go down the well with safety and problems in mind; 8. Strengthen the three standards established by the company: safety standards, production standards, and management standards; 9. The issue of monitoring disconnections requires strengthened management in each mine, and the reasons for any problems must be identified. Software management needs to be strengthened, technical measures must be carefully approved, and technical management should be highly valued.

5、 Bao Jiming, Deputy General Manager of Tongfang, proposed that: 1. The application for technological innovation must be made in accordance with the requirements of the Municipal Science and Technology Bureau, with four preliminary applications. 2. The high concentration gas power generation trial operation of Mangyuan Coal Mine was completed before July 15th. 3. Conduct a self testing of the second mining area of Honghui Coal Mine. 4. Automatic switching of gas pump (completed in 4-6 seconds), all necessary materials should be prepared, and successful experiments should be conducted before promoting it in the company. 5. The various equipment and materials required for monitoring and surveillance must be gradually improved and complete, and the equipment must be fully equipped. 6. Analyze the abandoned and old alleys of each mine and grasp the detailed situation.

6、 Vice General Manager of Production Shi Minghua reported and analyzed the completion status of the company's plan from January to June, and issued a safety production plan for July. He pointed out that the issues raised by various units should be implemented and resolved by relevant units as soon as possible. In July, we need to focus on the following aspects of work: 1. Strengthen the gas control work at Honghui Coal Mine, enhance the management of drilling work, strengthen the gas management of the mining face, and increase the maintenance efforts of the roadway. 2. During the drilling period of Zhongheng Coal Mine 115-101, efforts were made to strengthen the repair of the 60m lower roadway and the bottoming of the return airway. Carefully organize the construction and gas extraction of 12001 cutting eyes. 3. Adjust the excavation team and actively organize the excavation of 11203. 4. Strengthen the "three prevention measures during the rainy season" work, and all mines should actively take measures to prevent surface water from flowing into the ground, strengthen roof management, and closely monitor and investigate hidden dangers. The water exploration and drainage work in Yangchangpo well area should be given special attention, and Honghui coal mine should pay attention to the waterproofing work of the main and inclined shafts. 5. Zhongheng Coal Mine will try its best to complete the second level quality standardization acceptance work in July. 6. Strengthen the control of coal quality and minimize gangue as much as possible. 7. Strengthen the management of monitoring and surveillance systems, and in the event of a disconnection, the company should provide handling suggestions. 8. If the gas concentration exceeds 0.5%, a ledger should be kept for future reference. 9. Strengthen the management of on-site supervisors and enhance the management of identification cards.

7、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, proposed that: 1. The management of funds has gradually eased, and the next step is to improve the work enthusiasm of all employees and ensure safety production. 2. Prepare and ensure the availability of materials, and strengthen communication. 3. Starting from June, the issue of shipping fees will be gradually resolved. 4. Key projects, key guarantees, timely planning and funding requirements. 5. Personnel management shall be carried out in accordance with the requirements of Company Document No. 30 (2021). 6. Unified thinking, overall perspective, strengthening unity and cooperation, avoiding negative emotions and messages, and having confidence in the company's development. 7. Reasonably reposition and adjust the salary assessment plan for the five positions of mine managers and some of the company's management personnel, ensuring fairness, reasonableness, and efficiency.

8、 Li Qunduo, Secretary of the Party Committee and Chairman of the Trade Union, proposed: 1. Seriously carry out safety production work during the 100th anniversary of the founding of the Party, and avoid work-related accidents. The statistics of work-related injury management data should be standardized by the safety supervision department, labor union, etc. 2. Strengthen the ideological education of the workforce, carry out positive publicity work, and enhance the stability of the workforce. 3. The salary distribution of each mine employee should be transparent, and the salary should be well publicized. The daily salary should be announced the next day to reduce employees' misunderstandings about management personnel. 4. The employee skills competition in Liupanshui City is organized by the company, and personnel have been arranged to participate in the skills competition of six major projects. Each unit has organized theoretical training and practical skills for the participating personnel. On July 26th, it was reported that they participated in the competition. 5. Develop emergency plans for the "three prevention measures during the rainy season". 6. At the celebration of the 100th anniversary of the founding of the Communist Party of China on July 1st, each mine has arranged the work of the participants in advance, and the Party committee will issue specific notices.

9、 General Manager Li Wen made the following arrangements: 1. Regarding the issue of motor burnout, Vice General Manager Zhou Xianbing and the Mechanical and Electrical Department will organize an investigation to identify the cause. 2. The equipment required for monitoring and surveillance proposed by Honghui Coal Mine was promptly arranged and resolved by Manager Mo Guyu of Jialing Industry and Trade. 3. The inspection work of Zhongheng Coal Mine in July should implement the main responsibility, prepare the necessary software materials for the shift situation and the ground, and do a good job in preparing for the inspection. 4. The shift management situation of each unit should be recorded and the on-site handover work should be done well. 5. The gas control plan should be carefully sorted out by the chief engineers of each mine. 5. During the rainy season, it is necessary to carry out surface flood control, drainage ditches, culverts, and underground pumping and drainage, strengthen the inspection of pipelines, and ensure smooth operation.

He put forward the following requirements: 1. The company and all units should strengthen their awareness of safety issues and fully understand the current security tension situation. To understand the coexistence of safety and coal mines, safety must always sound the alarm and persist. 3. Recognizing that safety is life, raising awareness of safety, elevating the level of thinking, and transforming the concept of safety thinking. 4. To ensure the implementation of safety responsibilities, it is necessary to address execution issues, implement on-site safety management plans, and carry out safety work actions. 5. We must learn from the lessons of Zhongheng Coal Mine 115-101 and resolutely carry out drilling and gas control work. 6. Do a good job in pulling the bottom of the upper and lower alleys. 7. The construction holes must be carried out in accordance with the regulations and the work must be detailed. 7. We should fully recognize that safety work is the foundation of enterprise development, and all units should strengthen safety risk analysis and assessment. To solve the problem of implementing safety responsibilities, it is necessary to hold individuals accountable and ensure that they are fully implemented. 8. Resolve implementation issues, strengthen supervision, implementation, and problem-solving, effectively carry out safety production work for the 100th anniversary of the founding of the Communist Party of China, and present gifts to the 100th anniversary with practical actions.

9、 Chairman Fan Pengfei proposed: 1. All units and departments must conscientiously fulfill their responsibilities, strive to do their job well, and implement rewards and punishments. The Human Resources Department will inspect the performance of each unit from July onwards. 3. Recently, higher-level units have carried out open and covert investigations, and strict work requirements must be imposed on personnel from all units. 4. The work of gas control must strengthen the sense of responsibility. Strengthen drilling work, and the technical personnel of each coal mine must be held responsible, strengthen management, and hold accountable step by step from the chief engineer. 5. General Manager Li Wen arranged for an exam to be conducted on various knowledge such as safety laws and regulations, job responsibilities, etc. for the five positions of mine managers. 6. Strictly investigate the phenomenon of team leaders taking kickbacks, such as buying small materials. Starting from today, anyone found out will have their labor contract terminated. 7. In terms of material supply, Jialing Industry and Trade strives to find ways to meet the needs of each mine, while also ensuring quality. Each mine should pay attention to the management and use of materials.
