The captain of the ambulance team, Sun Yinbo, reported on the construction of the ambulance team (including organizational structure and personnel, training, equipment and instruments, facilities, drills, daily management, and accident rescue in the past three years), the salary and benefits of commanders and soldiers, the purchase of insurance, team stability, funding guarantee (sources), service to mines, the main problems and future plans, and opinions and suggestions on promoting the high-quality development of the ambulance team.

After the report meeting, the expert group focused on inspecting the rescue team and personnel, rescue training and training, rescue equipment, maintenance and facilities, business and technical work, rescue preparation, medical first aid, militarized queues, comprehensive management, general technical operations, and overall physical fitness in accordance with the "Mine Rescue Regulations" and "Quality Standardization Assessment Specification for Mine Rescue Teams". During the inspection, the focus was on mastering the personnel allocation and benefits of each team, purchasing insurance (personal accident insurance and social insurance, etc.), facility construction (training venues, exercise tunnels, etc.), performance of oxygen respirators, calcium hydroxide drugs, preventive safety inspections, and rescue technical services.

Liu Zhihai, director of the Rescue Command Center of the Provincial Coal Supervision Bureau, said in a speech that the problems discovered by the expert group during the inspection process should be promptly solved by the rescue team. If the hardware cannot be solved by itself, it should be reported to the company for timely resolution. He requested that the rescue team strengthen their training in emergency rescue, go deep into the scene, familiarize themselves with the knowledge underground in coal mines, and conduct more training based on the actual situation of coal mines. At the same time, it is necessary to be familiar with the use of various instruments and equipment, and promptly solve and handle relevant problems in mine rescue.

Vice General Manager Bao Jiming stated that the company and the rescue team will carefully study the opinions and suggestions put forward by the provincial expert group, determine the rectification plan, and carry out rectification item by item. Strengthen the study of coal mine safety regulations and water prevention and control rules, attach great importance to water prevention and control work, fully understand the harm and severity of water accidents, and strengthen prevention and control in key areas. 2. Strengthening on-site management work must adhere to the comprehensive principle of exploration before excavation and excavation before mining. Geophysical exploration should be carried out first and comprehensively, and the geophysical exploration report and drilling verification must be clear. On site management should be in place, and mechanical and electrical control should be strictly controlled. Relevant personnel must hold certificates and complete the drilling receipts. 3. Each mine should strengthen geological surveys of the above and below wells in the mining area, form investigation reports, and understand the safety hazards in various well areas. Conduct a thorough analysis of water hazards, investigate the surrounding conditions of each mining face, and improve relevant preventive measures. 4. Strengthen the collection of various technical materials. The management of software data, modification and improvement of various reports, and revision of geological reports need to be implemented urgently by each coal mine, and should be completed by the end of December this year. The update of various materials should be checked for expiration. The business contact form and notification letter should be organized and distributed to all units in a timely manner. 5. According to Document No. 3 of 2021, the Geological Survey Department shall prepare detailed rules for water prevention and control in accordance with the requirements of the document. Each coal mine shall prepare relevant content according to Annex 3 of the document, and at the same time, submit and approve relevant reports in accordance with the requirements of Document No. 221. Each coal mine shall implement them in place. 6. Key points of water prevention and control work in several mines: (1) The pre exploration work in the 1700 area of Zhongheng Coal Mine must be strengthened, and the drainage work in the 11123 mining face must be strengthened; (2) Honghui Coal Mine 20301, 11705, and 11800 are very close to the surface, and water prevention and control work is being carried out according to requirements; (3) 123 Yunxiang and 11212 return air in Yangchangpo well area are very close to the surface, so water prevention and control measures should be strengthened. Drainage equipment, whether above or below the well, should be fully equipped, and spare materials should be adequately prepared; (4) The focus of the Mangyuan coal mine is on the water in the structural zone. The geological structure of 1390 is complex, and the pre exploration work needs to be strengthened. 7. The contact form for geological survey business must be signed by the chief engineer and the deputy general manager of geological survey, and the documents must be signed and tracked. Regarding measurement work, it is necessary to provide training to the team leader, teach them how to use the waistline, and work together to ensure project quality. 8. In response to the inspection requirements of the Coal Supervision Bureau, it is necessary to conduct water hazard risk assessment and emergency resource investigation. Both the company and each mine should have special emergency plans and on-site disposal plans for water hazards, and collect relevant information. 9. The old alleys of each mine and the geological survey construction forms should be promptly sent to the construction units. The key to geological surveying is the collection of data. A ledger should be established for the collection of data at the water outlet, and regular work should be done well.
