1、 Zhao Xingben, Deputy General Manager of Safety, conveyed the "Notice on Issuing the Plan for Coal Mine Safety Propaganda and Education Activities in Guizhou Province" (Qianneng Coal Safety [2021] No. 111) issued by the Guizhou Bureau of the Provincial Energy Bureau and the National Mine Safety Supervision Bureau.

2、 The Chairman of the Supervisory Board, Fan Bin, proposed the following requirements: 1. Further transform the company's philosophy and ensure the implementation of various tasks. Currently, there are gaps in management work. 2. Strengthen unity, General Manager Li Wen, further coordinate and track the implementation of various tasks. How to carry out on-site work? How to implement it? We need to come up with specific plans and methods. Members of the company's leadership team, department heads, and coal mine leaders should conscientiously implement the work arrangements of Chairman Fan Pengfei, focus on gas management and control, and ensure on-site management. 3. Strengthen team building and conscientiously implement responsibilities to the team. 4. On the morning of December 2nd, members of the company's leadership team and department heads held a meeting to discuss next year's mining plan. 5. Strengthen communication between the company and higher-level management departments. Currently, there is a gap in the work coordination between the company and higher-level administrative departments.

3、 Each unit reported on the work of safety production and safety production standardization management system in November, as well as the shortcomings in the work, and raised the problems that need to be solved to the company. They also planned and arranged the work for December.

4、 The head of the company's safety supervision department, Qu Jiabi, reported on the safety production inspection, production impact, gas exceeding situation, and work-related injuries and causes in various coal mines of each unit in November, and arranged the safety work priorities for December.

5、 Zhao Xingben, Deputy General Manager of Safety, put forward the following requirements according to the November work report: 1. The Safety Supervision Department's report on the company's safety production in November stated that the safety work from the company to various coal mines was not well done in November, and management personnel should make a review. Require management personnel above team leader to have a comprehensive understanding of underground hazards and make detailed arrangements in their work. 2. Comprehensive supervision should be carried out on various safety hazards such as carbon monoxide exceeding the limit, gas exceeding the limit, and belt transportation accidents. 3. There must be no recurrence of issues such as deficiencies in past technological measures in 2022. 4. When dealing with inspections by higher-level administrative departments, one must have the ability to respond and provide reasonable and scientific explanations.

The following requirements are proposed for the work arrangement in December: 1. According to the arrangement of the superior safety publicity and implementation activities, the company and coal mine should attach great importance to it, carry out full process management, and do a good job in promoting and implementing the company's activity plan. 2. Take measures to effectively carry out safety work this winter and next spring. 3. Carefully organize and ensure the implementation of main responsibilities. We must focus on every aspect of our work and implement precise policies, whether it is gas management or safety production, to ensure comprehensive attention. 4. Each coal mine will conduct a self-examination of the safety priorities for December, report to the company, and carry out key rectification measures. 5. 2021 is coming to an end, and each unit's safety system and safety management measures for 2022 should be revised in a timely manner and submitted to the company for review (submitted to the company before December 10, 2021). 6. Each coal mine and coal washing plant should prepare a 5-year medium and long-term gas control plan according to their production capacity development.

6、 Bao Jiming, Deputy General Manager of Tongfang, pointed out that there were two instances of gas exceeding the limit in November, which put the company in a passive position and had a very negative impact. Poor on-site basic management, strict gas management, and strengthened management of pipelines, monitoring lines, and probes. In terms of monitoring and surveillance systems, it is necessary to strengthen the management of trial jumps. 2. We attach great importance to fire prevention and extinguishing work, and ensure the submission and approval of fire evaluation reports. 3. Optimize the drainage system, strengthen gas management during the initial mining period of the mining face, and do a good job in various tasks such as coal mining at the stone gate. 4. Strengthen the reporting and approval work of safety technology renovation projects, and prepare sufficient materials.

7、 Zhou Xianbing, Deputy General Manager of Mechanical and Electrical Engineering, proposed: 1. Prepare a year-end overhaul plan for mechanical and electrical equipment, and report the required materials and accessories in advance. 2. Have a clear understanding of the various mechanical and electrical equipment required for 2022, plan ahead, and report to the company before December 10th. 3. Seriously carry out various tasks related to mechanical and electrical transportation in all units of the company.

8、 Chief Engineer Zhu Zengxiao requires that the water prevention and control work of each mine be strictly carried out in accordance with the requirements of the company's special meeting. The following requirements are proposed for the work arrangement in December: 1. Improve and strengthen the management of gas control and carbon monoxide. 2. Prepare mining plans and disaster management plans. 3. Each unit should carefully collect data on the scope of goaf and geological hazards. 4. Strengthen all aspects of fire prevention and extinguishing management.

9、 Vice General Manager of Production Shi Minghua reported on the completion of production plans for each coal mine in November and made plans for safety production in December. He put forward the following requirements: 1. Conduct accounting for the comprehensive mining faces of each mine, and the production department should track the measurement status of the comprehensive mining faces. 2. Seriously carry out the installation of the mining face in Mangyuan Coal Mine and the recovery of the mining face in Zhongheng Coal Mine. 3. All coal mines under the company are not allowed to use the elimination process for coal mining. 4. Recently, there has been insufficient attention paid by various mines to roof management, resulting in a high number of work-related accidents caused by roof issues. Therefore, it is necessary to comprehensively strengthen roof management work.

10、 Peng Xianglai, the Chief Financial Officer and Minister of Human Resources, has put forward requirements for both financial and personnel management aspects. Requirement: 1. Each unit should conscientiously carry out informationization and intelligentization work. 2. Make advance arrangements and set goals for security and personnel work in 2022.

11、 Li Qunduo, Secretary of the Party Committee and Chairman of the Trade Union, proposed: 1. Strengthen the study of national laws and regulations and General Secretary Xi Jinping's important discourse on safety production, and focus on the study, implementation, and enforcement of the new "Safety Production Law". 2. Seriously carry out employee quality education, strengthen employee safety education and training, and improve employee quality. 3. All work should be carefully carried out from the details, and safety work should be meticulous and in place to control the occurrence of work-related accidents. Any work-related injuries should be reported truthfully. 4. Take measures to ensure safety production and achieve the goals and tasks. All departments should coordinate with each other, and the members of the team should not shirk responsibility or argue. They should support each other and form a whole. 5. Combine the spirit of reform with the needs of employees and implement the execution of the system. The various systems and management measures for next year should be formulated, revised, and improved in a timely manner. The assessment criteria for work-related injuries should be positioned for the implementation of work. Strengthen institutional awareness and strengthen supervision of implementation mechanisms. 6. Continuously enhance the combat effectiveness of organizations at all levels, form a joint force, and comprehensively complete various work tasks. 7. Related work arrangement: a. Work summary, complete the initial draft before December 25th, improve various data for 2021 early next year, summarize and submit to the office for drafting the report of the Workers' Congress. b. Carry out the by election work for the representatives of the Workers' Congress, submit the proposals and rationalization suggestions to the company's labor union before December 20th, and complete them by the end of December. Strengthen the various work of gas control, do a good job in drilling and drainage, improve drainage efficiency, and assign responsibilities to individuals. 3. Strengthen the prevention and control of water disasters and carry out large-scale inspections. 4. Seriously implement the system and do a good job in mechanical and electrical upgrading and transportation. 5. Strengthen roof management and strictly implement various special measures. 6. Members of each mine's leadership team should manage their subordinates well to ensure the implementation of all work. 7. Any inappropriate management systems should be promptly revised and reported before December 10th. 8. Recognize the current security situation and strengthen the study of national laws and regulations.

Strengthen learning and strictly abide by the safety red line awareness and bottom line proposed by General Secretary Xi Jinping. 2. Enhance safety awareness, perform our respective duties, work together to ensure safety, and conscientiously carry out all work related to safety production. 3. Strengthen management and strictly follow rules and regulations for management personnel who encounter problems. 4. Provide training for new employees and strengthen safety training and education. 4. Seriously carry out all the work at the end of the year. 5. Management personnel at all levels of the company, especially senior management personnel of the company and various mines, should fulfill their responsibilities and clarify their own duties. 6. The company's coal mines and coal washing plants should attach great importance to environmental protection work. 7. Strengthen the construction of dual power supply circuits for all units of the company. 8. Do a good job in monitoring and surveillance, and ensure that the monitoring equipment does not produce counterfeit or inferior products. 9. Recently, there have been significant fluctuations in coal prices, which puts a lot of pressure on sales work. It is advisable to minimize inventory as much as possible.
